<br />5. SPECIAL ORDERS OF THE DAY <br /> <br />A. Presentation: City Attorney Department - Stan Yamamoto, City Attorney. <br /> <br />The City Attorney provided a brief overview of how this Department came to be from an <br />independent consultant to a Department within the City in 2001. This shift was primarily <br />because of the need for accessibility to legal services. The staffing levels were explained <br />as well as what gets accomplished. Mr. Yamamoto added that he works through the <br />Mayor and Vice Mayor and his role is to support the City and not private residents. He <br />shared a list of all the various services provided by this Department. <br /> <br />One Council Member inquired about the budget for cost of judgments. Mr. Yamamoto <br />explained that his budget does not include a reserve account to cover such situations and <br />many times this gets assessed against the Department in question. Vice Mayor Howard <br />thanked the staff from this Department for their responsiveness and professionalism. The <br />staff was all in the audience and was introduced. <br /> <br />Mayor Foust wished Council Member Bain a belated Happy Birthday. <br />6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> <br />MOTION: waive reading of the Consent Calendar except the ordinances by title, <br />adopt the resolutions and the ordinances, and approve other items. <br /> <br />M/S Pierce/Howard to adopt the Consent Calendar. Mayor Foust read the titles of the <br />items to be approved. <br /> <br />6.1 Section - Motions <br /> <br />A. Approve the Joint City Council and Redevelopment Agency Board meeting <br />minutes of April 28, 2008 as submitted. Minute Order 08-189 <br /> <br />B. Call for Bids for Lease of Communication Site at 1000 Radio Road. <br /> <br />Recommendation: <br />Approve the bid documents and authorize a call for bids for the lease of a <br />communications site on City-owned property at 1000 Radio Road. <br />Minute Order 08-190 <br /> <br />c. Execution of Funding Agreements for Human Services Financial Assistance <br />Program (HSFA) 2008/2009. <br /> <br />Recommendation: <br />Authorize the City Manager to execute the Human Services Financial Assistance <br />Program agreements in the amounts specified in the 2008/2009 fiscal year <br />approved budget.
