<br />4. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> <br />Items on the Consent Calendar are considered to be routine by the City Council, and <br />will be enacted by one motion and one vote. The Consent Calendar category is limited <br />to 15 minutes of comment to be all as determined by the Mayor. If you wish to speak to <br />items on the Consent Calendar, please complete a speaker's card and give it to the <br />Deputy City Clerk. <br /> <br />MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt <br />the resolutions and the ordinances, and approve other items. <br /> <br />4.1 Section - Motions <br /> <br />A.
