Council Member Bain asked about the work from ICLEI. Ms. Ross said that they are preparing a greenhouse gas emissions inventory report and that will be forthcoming. Council Member Bain would like to focus not only on carbon foot print but also on other above and beyond items. Vice Mayor Howard thanked staff for leading by example. She asked about the five items in the audit reviews and Ms. Ross explained the items. Mayor Foust encouraged the residents to attend free upcoming training and learning how the audits work. She spoke about the energy audit as a great benefit. Council Member Pierce shared her excitement over this and she stated that ICLEI is very busy countywide. She would like to know what else can be done to enhance mobility without the auto mobile and so she would like this measured. Vice Mayor Howard mentioned that wind power might be used in gyms and how this might be a trend of the future. Mayor Foust spoke about greening efforts as the way of the present and future. 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR Gloria Rodriguez said she had spoken with a representative from the Building Division and she said she is asking Council what can she do to protect her house. She has set up an appointment with staff and what she wants to know what are her rights. Ms. Rodriguez said she received a letter saying that if she does not comply she will have to pay $500 a day and she cannot afford that. Ms. Rodriguez read from a letter (on file). Mayor Foust said this item is not on the agenda but she referred the matter to City Manager Ingram. MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items. 6.1 Section - Motions A. Approve the Joint City Council and Redevelopment Agency Board meeting minutes of July 7, 2008 as submitted. (301) Minute Order 08-214 B. Sewer System Management Plan (SSMP) Development Plan and Schedule. Recommendation: Approve by motion the "SSMP Development Plan and Schedule" for the City's Sewer System, as required by the State Water Resources Control Board. (802) Minute Order 08-215 C. Sole Source Professional Services Agreement for Preventative Maintenance and Repair of Pumps and Motors — Sanitary Sewer System ITT Flygt Submersible Pumps. Recommendation: Authorize by motion sole source Agreement with ITT Industries of FairField, CA for $89,418.76 for preventative maintenance and repair services of various sized ITT Flygt submersible sewage pumps.
