Council Member Bain asked about the work from ICLEI. Ms. Ross said that they are <br /> preparing a greenhouse gas emissions inventory report and that will be forthcoming. <br /> Council Member Bain would like to focus not only on carbon foot print but also on other <br /> above and beyond items. Vice Mayor Howard thanked staff for leading by example. She <br /> asked about the five items in the audit reviews and Ms. Ross explained the items. <br /> Mayor Foust encouraged the residents to attend free upcoming training and learning how <br /> the audits work. She spoke about the energy audit as a great benefit. Council Member <br /> Pierce shared her excitement over this and she stated that ICLEI is very busy countywide. <br /> She would like to know what else can be done to enhance mobility without the auto mobile <br /> and so she would like this measured. Vice Mayor Howard mentioned that wind power <br /> might be used in gyms and how this might be a trend of the future. Mayor Foust spoke <br /> about greening efforts as the way of the present and future. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> Gloria Rodriguez said she had spoken with a representative from the Building Division and <br /> she said she is asking Council what can she do to protect her house. She has set up an <br /> appointment with staff and what she wants to know what are her rights. Ms. Rodriguez <br /> said she received a letter saying that if she does not comply she will have to pay $500 a <br /> day and she cannot afford that. Ms. Rodriguez read from a letter (on file). <br /> Mayor Foust said this item is not on the agenda but she referred the matter to City <br /> Manager Ingram. <br /> MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt <br /> the resolutions and the ordinances, and approve other items. <br /> 6.1 Section - Motions <br /> A. Approve the Joint City Council and Redevelopment Agency Board meeting <br /> minutes of July 7, 2008 as submitted. (301) Minute Order 08-214 <br /> B. Sewer System Management Plan (SSMP) Development Plan and Schedule. <br /> Recommendation: <br /> Approve by motion the "SSMP Development Plan and Schedule" for the City's <br /> Sewer System, as required by the State Water Resources Control Board.
