5. SPECIAL ORDERS OF THE DAY <br /> A. Proclamation: In Honor of Robert (Bob) Hoffman <br /> All Council Members stepped down to honor Mr. Hoffman. Mayor Foust read the <br /> proclamation and presented it to Mr. Hoffman and his spouse Alice. Mr. Hoffman <br /> thanked the Council for the honor of being recognized. <br /> B. Water Conservation Poster Contest — Justin Ezell, Public Works Superintendent <br /> Mayor Foust provided some context on the importance of the need to conserve water. <br /> She asked that all the teachers in the room stand and the Council and public applauded <br /> their efforts. Mayor Foust announced 16 winners for their exemplary commitment to <br /> saving water through their artistic messages. Their art will be part of a 2009 Water <br /> Conservation Calendar. Mayor Foust thanked staff for its work on this issue. <br /> Council took a break to allow the children, families and teachers to exit the Chambers. <br /> C. Kennedy Middle School Students — Citizen Schools — Blake Lyon, Senior <br /> Planner <br /> Mr. Blake explained the concept of Citizen School and one of the students explained <br /> the program. Another student explained the need for a crosswalk on Woodside Road. <br /> D. Human Resources on Succession Planning — Bob Bell, Assistant City Manager <br /> and Human Resources Director <br /> Mr. Bell presented the topic (presentation on file) with one of his staff, Leah Lockhart <br /> Management Analyst. Council asked questions about the possible need to change the <br /> culture of the organization to meet demographic changes. Mayor Foust is happy that <br /> staff is ahead of the curve and focusing on planning ahead. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> MOTION: Waive reading of the Consent Calendar except the ordinances by title, <br /> adopt the resolutions and the ordinances, and approve other items. <br /> Keith Kadera, with the downtown business group spoke about the Hometown Holidays <br /> event. He shared his exciting with the level of attendance and with the excitement <br /> surrounding the event. He thanked the following stakeholders: the committee <br /> members, the downtown business group, redevelopment staff, the Commissioners, <br /> Police, Fire and Public Works Departments as well as Council Members who were in <br /> attendance.
