M/S Aguirre/Ira to introduce the ordinance. Motion carried unanimously by electronic <br /> vote. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> Mayor Foust attended the grand opening of the First Gemini Ferry in San Francisco and <br /> she complimented Vice Mayor Howard for being a speaker at the event. Vice Mayor <br /> Howard added that last week the Transportation Authority (TA) approved 15 million dollars <br /> to continue the work for a water terminal in South San Francisco. She thanked Mayor <br /> Foust, Chair of the TA, for and possibly helping with that action. <br /> Council Member Hartnett said that the Planning Commission will be meeting tomorrow <br /> regarding alternatives for the Bayfront study as well as the land use map. He asked for <br /> information from the City Manager and stated that staff should not be making a <br /> recommendation on this matter. He also did not think a map should be circulated with a <br /> qualitative decision about a change. Council Member Hartnett believes it is the role of the <br /> City Council and the Planning Commission to look and select the alternatives and he'd <br /> prefer if the Council has an opportunity to comment first. He views this as such a big <br /> matter that it is important for the Council to be involved and have an opportunity to <br /> comment. One Council Member asked if the process differs from previous ones. Mr. <br /> Yamamoto said that in this case this is a whole new General Plan and the bayfront is a big <br /> issue and there is no precedent to compare this to. Council asked that this be included in <br /> a future agenda so that the Council may discuss process. Mr. Ingram suggested that staff <br /> communicate to the Planning Commission that the Council wants to weigh in. Mayor <br /> Foust said that the information that goes to the steering committee should go to the full <br /> Council and that she would like a meeting with the stakeholders just as Council had <br /> directed. The City Manager will tell the Planning Commission to hold off. <br /> Council Member Aguirre said that the community would benefit from information on the <br /> digital information shift and the converter boxes. This information will be given out in both <br /> languages and will be on the website and will be streamed prior to the Council meetings. <br /> Council Member Ira spoke about the South Bayside System Authority (SBSA) creating <br /> gasoline through its biodigestors. He said this will help reduce the carbon footprint at <br /> SBSA. The Mayor said this item will be on the agenda sometime in early 2009. <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> Priority Focus Bulletin No. 45-2008. Council may direct staff to act on positions <br /> taken by Council. (Copies of League of California Cities Priority Focus available in <br /> City Clerk's Department). <br /> Mayor Foust behalf of the City Council wished a Happy Holiday to the community. <br /> ADJOURNMENT - M/S Hartnett/Pierce to adjourn at 8:37 p.m. in memory of Luis Sonny <br /> De La Pena who passed away at the age of 45.
