5. SPECIAL ORDERS OF THE DAY A. Proclamation: Recognition of the Garrick's their Family and Friends (postponed to January 26, 2008) B. Presentation: Downtown Business Group Holiday Tree Decorating Winners — Nancy Radcliffe, President of the Redwood City Downtown Business Group and Mr. Kadera said this was the 2" annual tree decorating contest. He added they had 20 entries and three hundred votes were cast. Mr. Kadera acknowledged all the winners and explained the categories. Mayor Foust recognized Keith and Nina Kadera for their dedication to the event and presented them with a certificate of recognition. Mayor Foust also announced that Mr. and Mrs. Kadera will be the recipients of the Business Award as part of the Sequoia awards. C. Presentation: Library Department Presentation — Dave Genesy, Library Director Dave Genesy presented an overview of iniatives the Library is engaged in (presentation on file). He acknowledged donations from the Library Foundation in the amount of $850,000. He announced that Sandra Cooperman will receive the Library Volunteer award. Mayor Foust thanked Mr. Genesy for the great libraries and programs he runs. 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR Teri Chin, Human Services Manager, shared invitations to upcoming events 1) Martin Luther King Jr. Celebration and the 2) One day Homeless Count. She provided details on the events and Council Member Pierce reiterated that all are invited to participate. Sofia Asaro spoke about her property at Johnson Street and how street cleaning over parked cars can be challenging. She opined that street cleaners do not clean her street and this can be a challenge because it makes streets unappealing. Mayor Foust said that the City Manager will follow-up on this. Mayor Foust asked that the pictures be dropped by for review (on file). John Bruno, Cargill Saltworks, submitted a letter for Council consideration (on file). It suggested phasing the General Plan process and referred to the possibility of the submittal of an application by spring of 2009. He asked Council for clarity on the process since an application will come in the next few months. Mayor Foust said that the letter needs to be reviewed carefully and possibly the stakeholders might need to be pulled in. Mr. Yamamoto commented that the letter should be looked at and then the City Manager can elaborate a response. Mayor Foust stated that the Planning Commission will need some direction and the Council will need to provide such direction. The Mayor said that the letter needs to be digested and come back to the full Council as soon as possible.
