He opined that bifurcating <br /> the General Plan is not a viable solution. <br /> Joseph Folenta, who is a resident of Redwood Mobile Estates and said he was conveying <br /> the feelings of various people. He is opposed to any development in that area. He shared <br /> concerns that, in his opinion, if the process is bifurcated then there is a higher chance of <br /> development in the area. He spoke about the various impacts he believes would occur in <br /> the area and he opposes development. <br /> Lou Covey with Sustainable Redwood City, said he supports a two way process. He <br /> believes that a vote of the people will be needed on what occurs at Cargill. Mr. Covey <br /> supports getting Cargill out of the mix of the current General Plan process. <br /> Greg Greenway, speaking on behalf of Seaport Industrial Association, finds that there is a <br /> remarkable amount of common ground. He asked Council to buffer industrial from non- <br /> industrial uses; allow opportunities for Port expansion; and, plan for transportation <br /> infrastructure. He suggests considering light industrial uses. He is asking for more <br /> information on the process should it be bifurcated. <br /> Pat Dixon, opined that the Council's thoughts should be on the Bayfront. She asked that <br /> Council flush out all options on the table including housing in that area. <br /> Joey Sciarra Jr. spoke about the marshes and how he helped restoration efforts. <br /> Council discussion: <br /> Council voiced an interest in continued public involvement regarding the Bayfront but <br /> simultaneously an eagerness to finish the General Plan. A comment was made that the <br /> Cargill site and the various measures have diverted the General Plan process. Council <br /> discussed seeing the Cargill site as a place of opportunity for a multitude of options. One <br /> Council Member stated that ultimately the voters should have a say on this matter. <br /> Council discussed hearing from the community and setting a vision instead of being led by <br /> the developer's vision. Some Council Members outlined the benefits of taking Cargill out <br /> of the General Plan process. Various Council Members pointed out that they do not <br /> believe that a proper process can occur with both items side by side. Council stated that <br /> time if of the essence. <br /> M/S Aguirre/Hartnett to bifurcate the process and take the Cargill site out of the <br /> General Plan process. <br /> Mayor Foust said that a city led process will be in place for the Cargill site and this was <br /> always an option. She said that the public is sometimes unclear about the fact that this is <br /> not a developer led process. <br /> Motion carries unanimously by roll call vote. <br /> C.
