Council Member Claire said state law precludes cities from operating
as a business, and described other Councils on the Peninsula that meet
only twice a month. He said the three meeting plan would require
discipline on the part of Council Members.

Vice Mayor Ruskin said if the work of the staff and the Council could
be done in the three meeting plan he would be willing to try it.

Council Member Hartnett asked if the number of meetings were
reduced to three per month, would the Council want to eliminate the
current end of the meeting at 11:00 p.m. unless the Council agreed to
extend it by unanimous vote. He suggested a super majority vote
perhaps would be appropriate.

Mayor Howard said she could support the three meeting plan if staff
thought three meetings were sufficient to bring all the necessary items to
the Council in a timely manner. She suggested the 11:00 p.m. deadline
be reconsidered.

City Manager Everett suggested trying this plan for two months.

In response to Facilitator Reeves poll, the Council approved the three
meeting plan as follows: (205)

FOUR MEETINGS: NONE
THREE MEETl~TGS: COUNCIL MEMBERS CLAIRE, HARTNETT
RUSKIN AND MAYOR HOWARD
TWO MEETINGS: COUNCIL MEMBERS IRA AND LEIPZIG

Arlyn C J~orgenson
City Clerk
