': <br /> <br /> <br />March 23, 2009 <br /> <br />SUBJECT <br />Authorization to submit a FY 2009-2010 application to San Mateo County HOME <br />Investment Partnership program (HOME) and designate contact person. <br /> <br />ReCOMMENDATION <br />1) Endorse the Redwood City Homeless Outreach Team (HOT)~ and <br />2) Authorize, by resolution, the City Manager or his designee to submit an <br />application for $500,000 in support of the Housing First Program to the San <br />Mateo County Department of Housing for HOME Funding for FY 2009-2010 and <br />designate Housing Coordinator, Debbi Jones-Thomas, as the contact person. <br /> <br />BACKGROUND <br />Since 1974 and 2001, Redwood City has received annual entitlements of Community <br />Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds, <br />respectively, from the U.S. Department of Housing and Urban Development. These <br />funds are used to provide affordable housing and community development services to <br />low-income residents of the City. As a condition of receiving this funding, the City must <br />adopt a Continuum of Care Plan that strategically uses these funds to provide a range <br />of programs and services from homelessness to permanent housing. Redwood City's <br />Continuum of Care Plan is articulated in its 5 Year Consolidated Plan. Since <br />homelessness is a regional issue and requires a multi-disciplinary team of service, <br />health, and housing providers, Council has previously endorsed the County's 10 Year <br />HOPE Plan to end chronic homelessness as a participant and a partner. <br /> <br />The City's newest model for working with and housing some of the most challenging <br />homeless people will occur under the auspices of the newly formed Redwood City <br />Homeless Outreach Team (HOT) by connecting homeless individuals to services and <br />with access to permanent housing. HOT is currently chaired by Council Member Pierce. <br />The City has joined with local law enforcement, County Human Services providers, <br />shelter providers and case management personnel to make up HOT to provide and <br />manage the connection of services and housing to people currently living on the streets <br />and in the downtown of Redwood City. HOT has developed an oversight committee to <br />oversee operations, a housing committee to locate resources including sites, and a <br />case management committee to coordinate joint case management of mutual cHents <br />and to collaborate in the provision of services. <br /> <br />The HOT Oversight Committee will govern and direct a strategic plan to assist Redwood <br />City's chronic homeless to gain access to permanent housing with the services and <br />counseling they need to sustain healthy and more productive lives off the streets. The <br />HOT Oversight Committee is chaired by Chief of Police, Louis Cobarruviaz and <br />members include representatives from the San Mateo County Office of Housing, the <br />Department of Human Services, including Drug and Alchohol and Behavioral Health <br />Services Divisions, Shelter Network, S1. Vincent DePaul, Salvation Army, Redwood City <br />Housing Division, Redwood City Human Services, Redwood City City Council. the <br />
