<br />78 <br />Page 9 <br /> <br />OUARTERL'V FUNDING IF AVAILABLE. Funds provided under this NOFA will be made available on a <br />quarterly basis until the funds have all been committed. The FY2009.10 deadline is ADrill. 2009. Any <br />applications received under this NOF A after Spm on the 1 at of April will not be accepted. Once all funds <br />are committed, any applications received wiH be held for consideration at the first meeting of the next <br />fiscal year when additional funds become available. <br /> <br />I. PROGRAM OVERVIEW <br /> <br />Notice of Funding Availability (NOFA). The County of San Mateo invites applications for Housing Development <br />activities under two FY 2009-10 funding programs: Community Development Block Grant (CDBG); HOME Investment <br />Partnerships Act (HOME), <br /> <br />Until HUD provides us with definitive numbers for 2009 HOME and CDBGt the total amount of funds to be available <br />will not be known. We are estimating that we will have approximately ~208 million for FY 2009-10 based on current <br />year's HUD allocations. Of this amount approximately $360,280 is reserved for CHDO projects under HOME. <br /> <br />Appll(lant Requirements. <br />. Applicants must be a City, a County or other public agency, or a qualified 501 (c)(3) or (c)(4) non-profit <br />organization, <br />. All applicants must submit the most recent certified financial audit of their organization including any management <br />letters. <br />. Nonwprotit organizations must submit evidence of current nonprofit status and an up-to-date roster of their Board of <br />Directors. <br />. 1 f you are proposing a new project located within any city's jurisdiction, the City Manager from that city must be <br />notified and evidence of this notification must be included with the application. You are encouraged to seek a <br />response letter acknowledging your notification. <br /> <br />Application Review Pro...'. Applications will be reviewed by County s18ff against priorities and criteria described in <br />more detail later in this NOF A. Staff will formulate preliminary recommendations to be presented to the Housing & <br />Community Development Committee (HCDC), an advisory body to the County Board of Supervisors. Their <br />recommendations wi1l be presented to the Board of Supervisors along with recommendations from County staff. <br /> <br />11. FUNDING PRIORITIES <br /> <br />The funding priorities set forth below shall guide the selection of successful applications. <br /> <br />t. Development of new housing, preferably transit-oriented, and acquisition/rehabilitation of existing housing. to <br />provide affordable housing, permanent supportive housing, or transitional housing, for Extremely Low (ELI) <br />and Very Low-Income (VLl) individuals, families. and persons with special needs. III (On-site support amenities <br />are encouraged.) Priority will be given to applications that meet the County's HOPE Plan to Prevent and End <br />Homelessness. Therefore, two-thirds (2/3) of the Housing Development allocation will be aimed at assisting <br />supportive housing and ELI housing units. A target of ~t least 50% of the Housing Development allocation will <br />be aimed at assisting permanent supportive housing units for special needs. populations. <br />2. Conversion or rehabilitation of existing structures for the purpose of providing affordable! supportive / or <br />transitional housing. <br />3. Housing repair and modification programs operated by nonprofit agencies that provide cost-effective <br />improvements focusing on health & safetyt housing quality standards, andlor access modifications. <br />4.
