When preparing the project schedule, it is important to factor in sufficient time allowances for <br />various administrative procedures. These include County preparation of the HUD-required environmental review, <br />negotiation and execution of the funding agreement between your agency and the County, and formal approval by <br />the County. Funding amounts exceeding $100,000 will need County Counsel and Board of Supervisors approval. <br /> <br />If your project involves construction, County staff must review your construction documents for compliance with <br />federal requirements. If the constrUction project requires the payment of prevailing wages under the Davis-Bacon <br />federal labor standards law, additional time must be allowed for related contract compliance matters. In addition to <br />federal requirements, there may also be City or other requirements which affect the timing of your project. Please <br />take all these factors into account in order to establish a realistic schedule. <br /> <br />F. Environmental Review Process. Federal regulations require local jurisdictions to prepare a NEll A (National <br />Environmental Protection Act) environmental review for every activity funded with federal funds. For complex <br />projects, including most capital projects. this review takes a minimum of 6 to 12 weeks, and may be carried out <br />concurrently with the preparation and execution of the required Agreement between your agency and the County. If <br />environmentally significant conditions are found and/or mitigation measures required, the time to complete the <br />environmental review process will be extended or included as a condition for funding your project. <br /> <br />For capital projects involving any physical activity this process can be time consuming and expensive. The County Department of Housing wiH incur <br />these costs prior to execution of a funding agreement, with the actual total cost of the ER reimbursed to the County <br />Department of Housing from your loan. <br /> <br />Rehabilitation of existing space with no overall change in use will be on the lower end of the scale, running <br />approximately $1.000 for a NEPA Environmental Review, while new improvements or substantial expansion could <br />exceed $10,000. You should factor this into your budget. <br /> <br />G. MandatorY Acknowledtz:ement of Countv and HUD Fundin2 <br /> <br />All projects receiving any type of funding assistance and or substantial technical assistance through the San Mateo <br />County Department of Housing will be required to state such in any advertising. marketing, public presentations. <br />press releases, written materials or project descriptions. Sucb acknowledgement sbould also identifY the U.S. <br />Department of Housing & Urban Development (HUD). <br /> <br />An Capital projects shall display signage as described below~ <br />Temoorarv Construction ShmaEe must be appropriately displayed during the major portion of the construction <br />phase. Such signage must be provided by the Contractor and must be pre-approved by the Department of Housing <br />in design and content. <br />Permanent Historical Sillnae:e must be attached to all completed projects and must be displayed in a visible, highly <br />trafficked area of the project, IE. front lobby, main entry or walkway, etc. Location of display must be approved by <br />the Department of Housing. Permanent historical signage in the form of an 8" x 10" bronze plaque provided by the <br />Department of Housing; cost of said plaque shall be reimbursed to County from loan proceeds as a project cost. <br /> <br />H. Re uired A reement between Funded A ene and Coun of San Mateo. If you have been awarded County <br />funds for your activity, you must not commit or obligate these funds in any way before an agreement between your <br />agency and the County has been executed. If you commit or obligate the funds before the agreement is executed. <br />County Housing staff may be unable to reimburse you for the project/program costs. When planning your project <br />schedule, please allow 4 to 12 weeks for preparation and execution of the funding agreement. Complex projects <br />involving more than $100,000 in County funds will take several months due to legal review by all parties involved. <br />As noted earlier. contracts involving more than $100,000 will need Board of Supervisors' approval. <br /> <br />I. AcouisitioDl If you are requesting funds for real property acquisition, the purchase agreement! option should allow <br />for sufficient time for the perfonnance of required CDBGIHOME and County administrative activities.
