<br />78 <br />Page 15 <br /> <br />In cases where it is not possible for the project sponsor to advance the project costs ~d then seek reimbursement, <br />direct payment can be made to a third party after certification from the project sponsor that work has been <br />satisfactorily completed and accepted. <br /> <br />For acquisition projects, the portion of County funds for acquisition costs is deposited directly into escrow with <br />instructions for release upon satisfactory completion of escrow requirements. <br /> <br />Q. Tlm.ly Us. of Funds, If funds are awarded to your project, the funds must be obligated (under contract) by March <br />2009. If the funds have not been obligated by that date, the Director of the Department of Housing wiU review the <br />project status and make a recommendation to the Housing &- Community Development Committee on whether the <br />funding commitment for your project should be extended for on. year; this is not automatic. and must be justified by <br />the project sponsor, <br /> <br />If, after a one-year extension, the funds have stUJ not been obligated for your project by March 1011, and it cannot <br />be demonstrated that extraordinary circumstances would warrant recommendation of an additional extension, the <br />Director of the Department of Housing will recommend to the HCDC that the funding commitment be withdrawn <br />from your project and reprogrammed to other projects. <br /> <br />R. Financial Audits. Project applicants that are either non-profits or cities are required to submit a copy of the most <br />recent certified financial audit prepared by an independent CPA finn. including any management letters, of their <br />organization or city, Annual submission of yearly financial audits reports will also be required during the term of <br />the financing or funding agreement. If your agency has expended $500.000 or more of federal funds from any <br />source in the audited year, the audit should include a "single audit" and be in compliance with federal OMB Circular <br />A-122 or A-13 3, depending on if your entity is a nonprofit organization or pubic agency. If project applicants have <br />not expended $500,000 or more of fed.ral funds from any source in anyone year, they must attach a certification <br />attesting to this fact. <br /> <br />S. g.....n Building. San Mateo County is committed to funding affordable housing projects that incorporate Green <br />Building practices, materials, and technologies, Green Buildings (sometimes referred to as "sustainable building") <br />are those buildings that meet present needs without compromising the ability of future generations to meet their <br />needs. They use environmental resources wisely, reduce the depletion or degradation of non-renewable resources, <br />and em:ourage beneficial innovations, like recycling and pollution reduction. The value expected to the community <br />is landfill space, water quality, air quality. reduced traffic congestion, personal health. and a stimulated economy. <br /> <br />Applicants should articulate how their proposed project will be integrated to the site and region; use energy, water <br />and materials wisely; minimize and recycle construction waste; create their own energy; result in a durable and <br />easily maintained building; promote good health for hoth constrUction workers and residents; and enhance housing <br />affordability. Recommended strategies for accomplishing Green Building objectives include but are not limited to <br />the following: <br />. Site: native, drought-tolerant landscaping; drip irrigation; penneable paving; retain existing trees <br />. Foundation: concrete with 30-50% fly ash content; reuse form boards; insulate foundation <br />. Structural frame: engineered and/or FSC.certified wood for headers, joists, sheathing; manufactured roof <br />trusses <br />. Exterior finish: recycled-content decking; arsenic-free decking and sill plates; fiber-cement exterior siding <br />. Plumbing: water-efficient toilets; low-flow showerheads; faucet aerators; insulate pipes <br />. Electrical: energy.efficient lighting; lighting controls <br />. Appliances: Energy Star dishwashers, washing machines, refrigerators <br />. Roofing: light-colored roofing <br />. Insulation: high R-value and/or fonnaldehyde-free insulation; blower-door test to reduce air infiltration <br />. Windows: double-paned, \ow-E windows; overhangs on south-facing windows <br />. HV AC: whole house fans or ceiling fans, energy-efficient furnaces or air conditioners; air-tight ducts <br />.
