<br />88 <br />Page 2 <br /> <br />On January 13, 2009, the Planning Commission took a renewed look at the East <br />Downtown Study Area, including a detailed discussion about the new General Plan <br />process, specifically, the land use designations for the Middlefield Road corridor and the <br />EI Camino Real corridor, and the Mixed Use-LiveJWork 'and use designation. The <br />Commission also considered a new Zoning designation for the East Downtown Study <br />Area. Originally presented as the Central Business Transitional (CBT) District, the <br />name has been changed to the Industrial Business Transition (IBT) District to more <br />accurately reflect the purpose and intent of the zoning regulations. It should be noted <br />that the IBT was designed as a district that can function well as written, but is also <br />compatible with the Hve/work concept. Thus, should the Mixed Use livelWork General <br />Plan designation be approved with the New General Plan an implementation action <br />would include live/work as a use to the 18T. <br /> <br />The Planning Commission, at its January 27, 2009 meeting, reviewed further <br />refinements to the Industrial Business Transition (IBT) District and the related Zoning <br />Text and Map Amendments and the associated development proposal at 134 Maple <br />Street. The Commission recommends approval of the Zoning Text and Map <br />Amendments to Council. In addition, the Commission unanimously adopted the Initial <br />Study/Mitigated Negative Declaration for the Proposed East Downtown Study Area <br />Zoning Amendments and New Skilled Nursing Facility at 134 Maple Street, including the <br />Mitigation MOflitoring Report Program. These related documents are available in the <br />City Clerk's office for review. <br /> <br />Included in the City Council's packet for review and consideration are the Zoning Text <br />and Map Amendments for the East Downtown Study Area from the existing "General <br />Commercial" (CG) and "Industrial Restricted" (IR) Zoning Districts to the new "Industrial <br />Business Transition (18T) Zoning District (see Attachment 1 for the Zoning Text and <br />Attachment 2 for the Zoning Map). Additionally, concept plans for the 134 Maple Street <br />project are available as an example of the type of development that could occur within <br />the new 18T Zoning District (see Related Documents in City Clerk's Office). <br /> <br />Project Description <br /> <br />East Downtown Study Area <br />The East Downtown Study Area includes eleven (11) properties generally situated <br />between Middlefteld Road and Lathrop Street, south of Maple Street, (see Figure 1 and <br />Table 1 below) which total approximately 152,270 square feet or 3.5 acres in size <br />(excluding streets and public right-of-ways). Existing land uses range from assembly <br />halls and office space to auto repair and light industrial uses. <br /> <br />The purpose of the new 18T zone is to designate and promote the orderly development <br />of a transition district between the downtown core and adjacent residential and light <br />industrial neighborhoods that provides for a range of appropriate uses that are less <br />intense than in the downtown that can provide a physical transition to the existing <br />adjacent neighborhoods. The range of uses emphasizes light industrial businesses <br />especially those in design related fields as well as certain medical uses that due to their <br />nature are not appropriate in either a downtown or residential neighborhood settings. <br />
