<br />REPORT <br /> <br />6.1C <br />Page 1 <br /> <br /> <br />March 23, 2009 <br /> <br />SUBJECT <br />Sewer System Management Plan (SSMP) <br /> <br />ReCOMMENDA liON <br />Approve by motion, the City's Sewer System Management Plan (SSMP) and authorize <br />staff to take necessary steps to comply with the requirements of the State Water <br />Resources Control Board. <br /> <br />BACKGROUND <br />In 2005, the Regional Water Quality Control Board (Regional Water Board) adopted a <br />requirement for all agencies in the Bay Area that own sanitary sewer systems to <br />develop Sewer System Management Plans. In 2006, the State Water Resources <br />Control Board (State Water Board) adopted similar requirements. In November 2008, <br />the Council approved the Development Plan and Schedule for the Sewer System <br />Management Plan. City staff has been actively working on a Sewer System <br />Management Plan in compliance with the requirements of these two agencies and in <br />alignment with the approved plan and schedule. <br /> <br />Under the State Water Board requirements, the governing body of the sewer agency <br />must approve the Sewer System Management Plan at a public meeting. The Council is <br />being asked to approve the Sewer System Management Plan in accordance with the <br />requirements of the State Board. <br /> <br />The attached "Sewer System Management Plan" describes Regional Water Board and <br />State Water Board requirements, the City's detailed management program, and the <br />routine reporting and auditing requirements. <br /> <br />ALTERNATIVES <br />No Action.
