<br /> <br />6.1F <br />age 1 <br /> <br />March 23, 2009 <br /> <br />SUBJECT <br />Amendment No.1 to the Professional Service Agreement with T.Y.Un International Inc., for <br />the design phase of the EI Camino Real "Grand Boulevard" Streetscaping Project- <br />Broadway to Brewster Avenue. <br /> <br />RECOMMENDATION <br />Approve, by motion, Amendment NO.1 to the professional service agreement with T.Y. <br />Un International Inc., in an amount not to exceed $45,950.00 and authorize the City <br />Manager to increase the contract amount up to 10% of the amount of the proposed <br />amendment if necessary. <br /> <br />. BACKGROUND <br />On August 11, 2008, Council approved an agreement with T.Y. Un International in an <br />amount not to exceed $308,728.00 for civil engineering services on the design phase of <br />the proposed EI Camino Real "Grand Boulevard" Streetscaping Project - Broadway to <br />Brewster Avenue. Staff recommends increasing the original scope of work to provide <br />additional assistance with the Caltrans encroachment pennitting process, pre-bid and <br />bidding services, and construction support. <br /> <br />The proposed project is the first in an anticipated sequence of improvements along EI <br />Camino Real ("ECR") and consists of pedestrian, streetscape and landscape <br />improvements to approximately 1110th of a mile along ECR from Broadway to Brewster <br />Avenue. The project is intended to increase pedestrian safety and enhance the <br />pedestrian experience at the intersection of ECR and Broadway. The project includes <br />improvements to the street frontage that will reduce the distance and time required for <br />pedestrians to cross the street. Lighting and landscaping improvements are also <br />proposed between Brewster and Broadway. <br /> <br />ECR is a state maintained highway. As such, proposed work requires review, approval, <br />and permitting by the California Department of Transportation. Construction is <br />scheduled to start in summer be completed in winter of this year. <br /> <br />ALTERNATIVES <br />Council may choose not to approve Amendment NO.1 to the Agreement with T.Y. Un <br />International Inc. and direct staff to modify the scope of work and/or select another <br />consultant. <br /> <br />FISCAL IMPACT <br />Funding for this project totals $1.8 million from a combination of sources including a <br />MTC/HIP grant, a C/CAG HIP grant, the City's Capital Projects Fund, the <br />Redevelopment Agencts Capital Outlay Fund, and includes $600,000 from the Federal <br />Economic Stimulus Package. <br />
