Available tax proceeds can be reallocated only to project(s) within the <br />same Program Category as the original listed project. <br /> <br />2. Reallocation of tax proceeds within a Prograln Category ",rill be based on <br />criteria specified in the Strategic Plan, which may include in1pact" on <br />conge'stion, cost-effectiveness, availability of Inatching funds, project <br />readiness and schedule adherenct? as detennined by the Transportation <br />Authority; ,provided, hovv-ever, that in the case of the Hfghway Progran1, <br />proceeds lnade available fron1 any County-wide Supplemental listed <br />project 1l1ust be reallocated \vithin the County-vvide Supplemental <br />C0111pOnent and ll1ay not be reallocated to the listed projects in the Key <br />Congested Areas con1ponent of the Highway Progranl Categ.ory. <br /> <br />3. Reallocation of tax proceeds within the Transit Program Category only <br />vvill also require the approval of a majority of the County Board of <br />Su}")ervisors and cl'majonty 'Of the dties'representing"a majority of the <br />population in the incorporated area of the County by a lnajority vote of <br />their respective City Councils. <br /> <br />H.'
