<br />88 <br />Page 56 <br /> <br />Review and Evaluation Of Proposed MRF Systems <br />South Bayside Recycling, LLC. with Bulk Handling Systems, Inc. <br /> <br />System Cost <br />The proposed cost of SBR's original and confirmed system, including all options <br />requested by SBWMA is $13,730,447. <br /> <br />Their proposed cost for installation and electrical controls is $3,412,638. <br /> <br />General Comments <br /> <br />SBR's MRF management description is clear. concise, precise, and specifically <br />describes each function that is required to recover targeted commodities and efficiently <br />operate the plant. <br /> <br />SBR states that after recently visiting over 10 plants, they selected BHS because they <br />believe that BHS provides the best overall value to SBWMA. <br /> <br />. In SBR's written proposal and in subsequent discussions, they have cited several <br />advantages to the BHS system: <br /> <br />o All American made. Allen Bradley Controls - Motors, Starters, drives; bearings, <br />belts, shafts, chain, sprockets all-locally available; IPS and NRT American <br />companies - most parts available locally. What is the practical benefit of <br />domestic, locally available parts? If the plant, or a portion of the plant, becomes <br />inoperable due to mechanical failure, it can usually be up and running quickly <br />when parts and service are locally available. The length of plant downtime is <br />necessarily extended whenever parts are not available off-the-shelf. <br /> <br />o SBR believes that a key difference that will affect ongoing service and support is <br />that BHS is a local manufacturer (Eugene, Oregon). Customers have direct <br />access to manufacturer's employees - engineers and service technicians. <br /> <br />. Equipment choice based on Company's understanding of SBWMA requirements and <br />industry experience. SBR has 100% confidence in their ability to manage, install, <br />and consistently operate the proposed equipment in an exemplary manner. <br /> <br />. Screens - SBR asserts that BHS, screens "provide best value, lowest overall cost, <br />and highest quality of commodities. . . based upon sincere and deliberate <br />consideration of all factors." <br /> <br />. SBR asserts that BHS's chain, sprockets, shafts, bearings, structure steel, and sheet <br />metal are generally "heavier", stronger, more durable, and able to withstand the high- <br />wear of daily abuse. <br /> <br />. Existing BHS customers support the manufacturer's claim of reduced maintenance <br />cost (lower screen cleaning and disc maintenance costs). <br /> <br />. Manufacturer supplied preventative maintenance program allows SBR to propose <br />low system maintenance costs.
