<br />88 <br />Page 120 <br /> <br />South Bav Recvclina's diversion plan included the following highlights: <br />o The option of installing a self haul materials sorting system at the transfer station <br />at no additional cost over what the SBWMA is currently paying to have the <br />materials hauled to.and processed by Zanker Road Resource Recovery. <br /> <br />o A proposal to add a large-scale MSW sort line to the transfer station dedicated to <br />sorting recyclables materials and "soiled biomass" out of the waste stream. <br /> <br />These proposed systems are intriguing and given the company's success at sorting and <br />diverting MSW in their Sun Valley operations (Community Recycling), there is no doubt <br />that SBR could provide valuable new diversion to the SBWMA, However, the installation <br />of a sorting system in the transfer station would represent an additional cost to the <br />SBWMA and the development and implementation of a complicated transfer station <br />sorting system was not envisioned in the RFP process nor is the capital or operating cost <br />within the SBWMA's budget. The company has not provided a follow up Diversion Plan <br />from that supplied in the company's original proposal. <br /> <br />9. Critical Milestones <br /> <br />Upon selection and award of the new facility operating contract, the successful proposer <br />must immediately commence the implementation of its proposed transition plan to include <br />the installation of the new Material Recovery Facility equipment and the orderly start-up of <br />MRF and transfer station operations. The selected contractor must propose and commit to <br />the achievement of performance milestones that will lead to full and complete <br />implementation at the commencement of service under the new contract. Failure to reach a <br />contractual milestone will initiate a process whereby the SBWMA will issue a Notice to Curel <br />thereby placing the contractor on formal probation. If, during the probationary periodl the <br />contractor fails to cure the issue and achieve the milestone, the contractor may be declared <br />in default.
