BACKGROUND AND PURPOSE <br /> <br />1.1 BACKGROUND <br /> <br />The City of Redwood City (City) certified an Environmental Impact Report (EIR) for the <br />Redwood City Downtown Precise Plan (DPP) in February 2007. The EIR certification has been <br />litigated in San Mateo County Superior Court. Tentative and Final Statements of Decision <br />(FSOD) have been issued by the Court. The FSOD has identified three primary areas of <br />concern with regard to the adequacy of the February 2007 EIR: historical resources, <br />shadowing, and alternatives. <br /> <br />The following proposal for services by Wagstaff and Associates is designed to meet the City's <br />objective to demonstrate clear compliance with the Court's decision in a comprehensive, <br />thoughtful, and conservative manner, so that the potential for additional litigation is minimized. <br /> <br />1.2 PROPOSED CEQA DOCUMENTATION FORMAT AND PROCESS <br /> <br />The City has determined that the appropriate supplemental CEQA compliance approach in <br />response to the FSOD is to prepare a supplement to the City-certified February 2007 DPP EI R, <br />pursuant to CEQA Guidelines section 15163 (Supplement to an EIR). On May 30,2008, the <br />City sent Wagstaff and Associates (WA) a Request for Proposal (RFP) to complete this <br />supplemental CEQA compliance phase. <br /> <br />This proposal describes our proposed scope of services, schedule and budget for completion of <br />the supplemental EIR (SEIR) process, including preparation of an updated project description; <br />Notice of SEIR Preparation (NOP); attendance at an SEIR scoping meeting; preparation of an <br />administrative draft, screen check draft and public release draft SEIR; preparation of a Notice of <br />SEIR Completion; attendance at a Planning Commission public hearing to present and receive <br />comments on the Draft SEI R; preparation of an administrative draft, screen check draft and <br />public release Final EIR (responses to comments) document; preparation of an associated <br />Notice of Determination and revised Mitigation Monitoring Plan (checklist); preparation of a <br />Notice of Determination; and attendance at a related Planning Commission and/or City Council <br />public hearing meeting for final action on the SEIR. <br /> <br />C:\Documents and SettingslkmateolLocal SettingslTemporary Intemet FileslOLKEBIOB07 exhibit-a (city edits oct 200B).doc <br />
