'. . <br /> <br />6A <br />Page 1 <br /> <br />to the< Honorable< ~=: th~~~lty ::n:: <br /> <br />April 20, 2009 <br /> <br />SUBJECT <br />Recommendation for Shoreway Recycling and Disposal Center Facility Operator <br /> <br />ReCOMMENDATION <br />Alternative 1 <br />Provide Redwood City's Board representative with direction on how to vote on this <br />matter at the April 23, 2009 South Bayside Waste Management Authority (SBWMA) <br />Board meeting, including how to respond in the event the Board becomes "deadlocked" <br />in this matter. <br /> <br />Alternative 2 <br />Staff recommends that the City Council direct Redwood City's Board representative to <br />vote to accept the selection committee's recommendation and begin negotiating an <br />agreement with South Bay Recycling, LLC for the operation of the Shoreway Recycling <br />and Disposal Center. <br /> <br />Council may also, as an element of this alternative, direct the City's Board <br />representative to request that the SBWMA allow South Bay Recycling to recover the <br />additional costs associated with the sorters being covered by a collective bargaining <br />agreement. <br /> <br />BACKGROUND <br />This agenda item is being carried over from the April 13, 2009 Council meeting. At the <br />Council's request the following materials are enclosed: <br /> <br />1. The Memorandum of Understanding executed by Hudson Baylor Corporation (with <br />Waste Solutions Group) and Teamsters Local Union 350. <br />2. The Memorandum of Understanding that South Bay Recycling drafted that was not <br />executed by Teamsters Local Union 350. <br />3. A detailed report prepared by Hilary Gans, the SBWMA's Contract Facilities and <br />Operations Manager, that discusses and analyzes the contractual issues <br />surrounding the reimbursement of additional costs incurred by the facility contractor <br />should the sorters become covered by a collective bargaining agreement. <br /> <br />Mr. Gans will also be attending the Council meeting. Both South Bay Recycling and <br />Hudson Baylor have been invited to each have an employee make a six minute <br />presentation that summarizes their respective firm's background and proposal to the <br /> <br /> <br />SBW~{r~ <br /> <br />Brian Ponty <br />Director of Finance <br /> <br />Peter Ingram <br />City Manager <br /> <br />
