q- I D-1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 6, 2003 <br />Subject <br />Award of Contract — Municipal Services Center Men's Toilet & Shower Area Ceramic <br />Tile Floor Replacement Project - Engineering File No. 806 -08 <br />Recommendation <br />Approve the award of contract for the Municipal Services Center Men's Toilet & Shower <br />Area Ceramic Tile Floor Replacement Project to the lowest responsible bidder, <br />California Tile Installer of San Jose, California, for their low bid of $14,560.00, and <br />reject all other bids. <br />Background <br />The ceramic tile floors in the Municipal Services Center Men's Toilet /Shower Area <br />failed and caused buckling of the floors. Investigative reviews indicated that the <br />excessive heat in the room, constant moisture, and the lack of expansion joints in the <br />tile mortar bed caused the buckling of the tiles. The men's toilet and shower area has <br />been closed until the floor tiles are replaced and repaired. <br />Because the estimated cost was below $20,000, the public bidding process was waived <br />and informal bids were solicited. Three (3) bids for the above - referenced project were <br />received on December 18, 2002, and are summarized below. <br />Rank Contractor Amount (Base Bid) <br />1. California Tile Installers — San Jose, CA $14,560.00 <br />2. Nazareth Tile Co. — Los Gatos, CA $24,600.00 <br />3. A & A Construction — Los Gatos, CA $24,950.00 <br />The Engineer's Estimate for Base Bid is $19,000 <br />The low bid of $14,450.00 was 24% below the Engineer's Estimate of $19,000. After <br />reviewing the bids and the Engineer's Estimate for the cost of construction, the bid is <br />considered a fair and responsive bid. <br />A complete copy of the agreement is available for review in the City Clerk's Office. <br />Alternatives <br />Do not approve the contract for the Municipal Services Center Men's Toilet & Shower <br />Area Ceramic Tile Floor Replacement Project, which will leave the Men's toilet and <br />shower area unusable, and the male employees will continue to use the adjacent <br />Women's toilet & shower area, while the female employees are using the restroom and <br />shower facilities in the Administrative Office Building. <br />
