71 F-1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manag <br />January 6, 2003 <br />Subject <br />Award of Contract — 2002 -2003 Sewer Main Replacement Project <br />Engineering File No. 806 -08 <br />Recommendation <br />Approve the Contract Documents and award the contract for the 2002 -2003 Sewer <br />Main Replacement Project to the lowest responsible bidder, Gelco Services, Inc. of <br />Salem, Oregon, for their low bid of $558,861.55, and reject all other bids. <br />Background <br />Every year the City undertakes a sewer replacement program funded by the Capital <br />Improvement Program Sewer Fund. This program is designed for systematically <br />replacing sewer collection system main lines, which have a history of service <br />disruptions due to age, excessive maintenance requirements, and /or capacity <br />limitations. A priority list is reviewed and updated annually by the Community <br />Development Services Department - Engineering & Construction, to determine the <br />priority areas to be included in the program each year. This year's program includes <br />the replacement of 13,000 linear feet of sewer main in various locations. <br />Two (2) bids were received at the bid opening on December 18, 2002, and are <br />summarized below. <br />Amount <br />Rank Contractor (Base Bid <br />1. West Valley Construction Company, Inc. — San Jose, CA $871,081.00 <br />Following is an explanation for the difference between the two bids. <br />The 2002 -2003 Sewer Main Replacement Project consists of two phases. <br />o- Phase one of the project is the lining of the existing six (6) inch and eight (8) inch <br />sanitary sewer mains by the Trenchless Technology method, and <br />Phase two is to replace existing sanitary sewer services by the conventional <br />open trench method. <br />
