<br /> <br />88 <br />e 1 <br /> <br />April 27, 2009 <br /> <br />SUBJECT <br />Housing and Human Concerns Committee Fiscal Year 2009/2010 Funding <br />Recommendations for the Redwood City Human Services Financial Assistance (HSFA) <br />Program <br /> <br />RECOMMENDATION <br />Direct staff to incorporate the Housing and Human Concerns Committee's <br />recommendations for HSFA for Fiscal Year 09-10 into the Fiscal Year 09-10 budget to <br />be presented for review by Council in June. HSFA recommendations are being <br />presented this evening as a part of the overall Annual Action Plan for the City's use of <br />U.S. Department of Housing and Urban Development (HUD) funds. The Council will <br />take no action on the HSFA recommendations at this time. <br /> <br />BACKGROUND <br />Priority #2 of the city's Five-Year Consolidated Plan for 2005-2010 focuses on <br />supportive services that address the issues of homelessness and housing, and respond <br />to basic human needs in our community. For Fiscal Year 09-10, the HHCC has <br />continued to prioritize HSFA funding to support the non-housing "basic human needs" <br />portion of this priority with CDSG funds being used to support the homeless and <br />housing services portion of this priority. In December of 2009, the Committee issued a <br />request for HSFA applications reflecting this priority. Use of City funds in conjunction <br />with Federal funding demonstrates the City's commitment to the fulfillment the City's <br />Consolidated Plan. <br /> <br />City staff held two mandatory technical workshops for potential applicants to explain the <br />HSF A process and answer any questions. Agencies submitted an initial draft and then <br />a final proposal in February of 2009. On March 24, agencies appeared before the <br />Housing and Human Concerns Committee to make brief presentations and answer <br />questions about their proposals. <br /> <br />On April 8, the Committee met to consider their funding recommendations for Fiscal <br />Year 2009-2010. The Committee recommendations for funding are contained in <br />Attachment 1 of this report. Attachment 1 also includes funding amounts received for <br />Fiscal Year 08-09. Attachment 2 includes a brief description of each agency and their <br />funding request. (Please note that a white binder with the full agency applications is <br />available at the City Clerk's Office). <br /> <br />HSFA recommendations are being presented this evening as a part of the overall <br />Annual Action Plan for the City's use of HUD funds. The Council will take no action on <br />specific recommendations at this time. See companion staff report on CDSG Funding. <br />
