<br />6.2C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />April 27, 2009 <br /> <br />SUBJECT <br />Application for American Recovery and Reinvestment Act of 2009 (ARRA) funds for the <br />EI Camino Real Grand Boulevard and Jefferson Avenue/Roosevelt Avenue Overlay <br />projects. <br /> <br />RECOMMENDATION <br />1. Adopt a "Resolution of Local Support" to allow staffs application for ARRA funding <br />for the EI Camino Real Grand Boulevard and the Jefferson Avenue/Roosevelt <br />Avenue Overlay projects. <br />2. Authorize, by motion, the City Manager to execute related documents and accept <br />funds if awarded. <br /> <br />BACKGROUND <br />The American Recovery and Reinvestment Act became federal law on February 17, <br />2009. The ARRA is a $787 billion package of spending and tax cuts designed to <br />stimulate the national economy. ARRA funds granted to the State are administered by <br />Caltrans, who in turn assigned a significant portion of these funds to the Metropolitan <br />Transportation Commission (MTC) and other regional transportation planning agencies. <br />As the recipient of ARRA funds for this region, MTC has established the priorities for <br />how ARRA funds will be spent in the Bay Area. Locally, MTC will allocate ARRA funds <br />to the City/County Association of Governments (C/CAG) to distribute to agencies in San <br />Mateo County. <br /> <br />C/CAG estimates that between $11.04 and $13.8 million in ARRA funds will be made <br />available to the 21 agencies in San Mateo County responsible for local street and road <br />projects. C/CAG adopted the same formula to allocate ARRA funds as is used to <br />allocate Measure A funds. Based on this allocation formula, Redwood City's share of <br />ARRA funding is approximately $1,056,000. On January 18, 2009, C/CAG sent a "call <br />for projects" to all jurisdictions in San Mateo County. Staff responded with a preliminary <br />proposal that identified the EI Camino Real Grand Boulevard and the Jefferson <br />Avenue/Roosevelt Avenue Overlay projects for potential ARRA funding. Applicants for <br />ARRA funding are required by MTC to adopt the "Resolution of Local Support". <br /> <br />Projects proposed for ARRA grant funding are as follow. <br />. EI Camino Real Grand Boulevard <br />This project consists of pedestrian, streetscape, and landscape improvements along <br />approximately 0.1 mile of EI Camino Real from Broadway to Brewster. <br />. Jefferson Avenue/Roosevelt Avenue Overlav <br />Roadway resurfacing of Jefferson Avenue from Farmhill Boulevard to the county <br />limit and of Roosevelt Avenue from Upton to Alameda. <br />
