Box 391 <br /> Redwood City, CA 94064 <br /> <br /> Dear Deborah: <br /> <br /> Per your request we have prepared a scope of services to assist the City of Redwood City <br /> in establishing an Assessment District for transportation system improvements in the <br /> greater Redwood Shores area. Th ~, need for transportation system improvements in this <br /> area has been identified in numerous traffic studies over the years, the most <br /> comprel~ensive of which was the Crane Study completed in 1987. This study identified <br /> numerous improvements both within the Redwood Shores area es well as improvements <br /> to U.S. 101 and the interchanges at Redwood Shores and Marine Parkway. The greater <br /> Redwood Shores area is now reaching buildout and over the past four years, traffic <br /> circulation has become increasin~;lly more congested. Significant delays are currently <br /> experienced during the p.m. peak 3our flows, which will only get worse as the remaining <br /> undeveloped parcels in the area are fully developed. It is apparent that these traffic <br /> improvements are now necessary to efficiently and adequately serve the needs of this <br /> area. In this regard, the City o; Redwood City is considering establishment of an <br /> Assessment District to provide the necessary improvements. <br /> <br /> To assist you in establishing ar Assessment District we recommend conducting a <br /> preliminary analysis of the needed improvements and potential funding sources which <br /> would have four goals: <br /> <br /> 1. Identify required improvements and their anticipated costs. <br /> <br /> 2. Identify properties which would benefit and properties with prior <br /> commitments to tran,~portation system improvements. <br /> <br /> 3. Identify issues which must be addressed to move the process for%yard. <br /> <br /> 4.
