That on the 8th day of March, 1928, the City of Redwood City entered into a five year contract v{ith the said Pacific Gas and Electric Company for the purchase of electricity for street lighting service, at the fo1lo'iving schedule, to-wit: First 150 kilowatt hours per month per kilowatt of in- stalled lamp capacity $.025 per kilowatt hour.
