". <br />., . <br /> <br />To the .Honorable _,~r:~~. .C.J~:J~.Q~~cll <br />F.rom the:C ':.:..M8i1'. ef <br /> <br />May 18, 2009 <br /> <br />SUBJECT <br />Final Acceptance - Redwood City Recycted Water Project - Phase I - Redwood <br />Shores Distribution System - Bid Package 9 (Island Drive and Bridge Parkway in the <br />Westport Office Park). <br /> <br />RECOMMENDATION <br />Accept, by motion, the Redwood City Recycled Water Project - Phase I - Redwood <br />Shores Distribution System - Bid Package 9 (Island Drive and Bridge Parkway in the <br />Westport Office Park) and authorize the release of bonds and retention according to <br />City procedures. <br /> <br />BACKGROUND <br />On August 11 t 2008, Council awarded the construction. contract for the Redwood City <br />Recycled Water Project - Phase I - Redwood Shores Distribution System - Bid <br />Package 9 to Shaw Pipeline, Inc. of San Francisco. The project was awarded for a base <br />bid of $1,252,650.00 and construction began In September of 2008. The project is <br />successfully completed in accordance with the plans and specifications. Two (2) <br />change orders totaling $29,870.20 were issued. The final contract amount is <br />$1,282,520.20, and 2.380/0 more than the contract amount initially awarded. Change <br />orders resulted from quantity adjustments, and additional work attributable to <br />incidental/unforeseeable site conditions. <br /> <br />Bid Package 9 is the ninth distribution pipeline construction project and extends the <br />delivery of recycled water to the Westport Office Park area. Piping was constructed <br />along Island Drive and Bridge Parkway for the purpose of serving a large demand for <br />re~ycled water at Westport Office Park. Substantial completion of this project was <br />achieved in December of 2008. Most of the pipe for Bid Package 9 was installed on the <br />property of the Westport Office Park. The recycled water demand for irrigation use at <br />Westport Office Park has been estimated at 65 acre feet per year, or 58,000 gallons per <br />day. More than 5,500 linear feet of PVC (polyvinyl chloride) and double contained <br />HOPE (high density polyethylene) pipe ranging in size from 8 to 14 inches in diameter <br />was constructed. <br /> <br />AL TERNA WES <br />Council may choose not to accept the project or authorize the release of bonds and <br />retention which would be contrary to the terms of the contract, prior Council action, and <br />the public contracting code. <br /> <br />FISCAL IMPACT <br />Funds have been appropriated from the Water Revenue Bond proceeds. The City has <br />issued a series of three Water Revenue Bonds to finance Phase 1 of the Recycled <br />Water Project. Available project funds, less unattributed interest, total $5,854,318.36 <br />as of March 31, 2009. Up to 25% of eligit;>>1e construction costs of Bid Packages 5 <br />through 9 may be reimbursed by the State's Proposition 13 Water Recycling Grant <br />Program. <br />
