Application for American Recovery and Reinvestment Act of 2009 (ARRA) funds for <br />the EI Camino Real Grand Boulevard and Jefferson Avenue/Roosevelt Avenue <br />Overlay projects. <br /> <br />Recommendation: <br />1. Adopt a "Resolution of Local Support" to allow staff's application for ARRA <br />funding for the EI Camino Real Grand Boulevard and the Jefferson <br />Avenue/Roosevelt Avenue Overlay projects. <br /> <br />RESOLUTION NO. 14931 AUTHORIZING THE FILING OF AN APPLICATION FOR <br />FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) <br />FUNDING AND STATING THE ASSURANCE TO COMPLETE THE PROJECT <br /> <br />2. Approve warrants dated through April 27, 2009 and usual and necessary <br />payments through May 4,2009. Approval of Side Letter of Agreements between the City, bargaining units that <br />represent City employees and the Executive Group. <br /> <br />Recommendation: <br />By motion authorize the City Manager and Human Resources Director to execute <br />the Side Letter of Agreements allowing for a one-year salary freeze for all <br />bargaining units and the executive group and extending existing Memoranda of <br />Understanding (MOU) for one year with all the City's bargaining units except for <br />the International Associations of Firefighters (IAFF). Minute Order 09-78 <br /> <br />Mr. Bell provided a brief report on how the City is working to balance a budget that has a <br />structural deficit. He explained that all unions agreed to a salary freeze. To his <br />knowledge, Redwood City is the first city to reach such an agreement. Mayor Foust <br />thanked Mr. Ingram and Mr. Bell for their work with the union leadership. Mayor Foust <br />thanked the labor groups as well as staff. There was an acknowledgment of the <br />collaborative effort needed to reach a balanced budget and that this needs to continue in <br />order to address the structural imbalance. Mr. Bell also announced quarterly meetings with <br />all the unions. Mayor Foust said this is Redwood City Pride in action. She formally <br />thanked each of the leaders from the unions.
