<br />= <br /> <br />... ,. . <br /> <br />RE.PORT <br /> <br />6.1C <br />Page 1 <br /> <br />To the H.on.orable Mayor and City Cou.ncil <br />Frol11 the City Manager. <br /> <br />May 18, 2009 <br /> <br />SUBJECT <br />Professional service agreement with Huffman-Broadway Group, Inc. in the amount of <br />$156,700.00 for .state and federal environmental regulatory agency permitting <br />assistance for the Redwood Shore~ Levee Maintenance Project. <br /> <br />REcOMMENDATION <br />Approve, by motion, the professional service agreement with Huffman-Broadway Group, <br />Inc. for state and federal environmental regulatory agency permitting assistance for the <br />Redwood Shores Levee Maintenance Project in an amount not to exceed $156,700.00 <br />and authorize the City Manager to increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />Staff continues work on the Redwood Shores Levee Maintenance Project with <br />construction anticipated to start in September, soon after conclusion of the breeding <br />season for endangered species. The project involves maintenance of the existing flood <br />control levee in order to maintain FEMA compliance. Before construction can begin, <br />authorization from several state and federal agencies, such as the Corps of Engineers, <br />San Francisco Bay Regional Water Quality Control Board, and the San Francisco Bay <br />Conservation and Development Commission, will be required. Potential habitat for the <br />federally-listed Salt Marsh Harvest mouse and California Clapper rail occur adjacent to <br />the Redwood Shores levees, and fish species, possibly including special status species, <br />may occur within the inboard and outboard sides of the levee. Because federally-listed <br />species may be affected by the project, the Corps may consult with the U.S. Fish and <br />Wildlife Service and the National Oceanic & Atmospheric Administration. <br /> <br />The City's consultant on levee issues, Huffman-Broadway Group, Inc., has been <br />selected to assist with preparing permit applications and coordinating all aspects of <br />permit approval. Huffman-Broadway is very experienced with environmental regulatory <br />permitting in the bay area. Preliminary work began in January and permits are <br />expected to issue this summer. <br /> <br />ALTERNAnVES <br />Council may choose not to approve the agreement with Huffman-Broadway Group, Inc. <br />and direct staff to modify the scope of work and/or select another consultant. <br /> <br />FISCAL IMPACT <br />Funds have been appropriated for this project in the Fiscal Year 200812009 budget, <br />General Improvement District 1-64 Facilities Charge Construction Fund, Exterior Levee <br />Certification program with an available balance of $257,944.89. <br />
