<br />_ q.1.C? <br />EXHlBrr~' <br /> <br />SCOPE OF WORK <br /> <br />State and Federal Environmental Regulatory Agency Permitting <br />Assistance for the RedWood Shores Levee Maintenance Project, <br />Redwood City, San Mateo County, California <br /> <br />1.0. DESCRIPTION OF SERVICES <br /> <br />Environmental Remlatorv Reouirements: The project involves construction and maintenance <br />work on the Redwood Shores Levee system. Authorization from several state and federal <br />agencies will be required. Applications will be submitted to the Corps of Engineers, San <br />Francisco Bay Regional Water Quality Control Board and the San Francisco Bay Conservation <br />and Development Commission. This proposal assumes that the project being proposed is not <br />subject to the jurisdiction of the California Department of Fish and Game and that a Streambed <br />Alteration Agreement (CDFG) will not be necessary. Potential habitat for the federally-listed <br />salt marsh harvest mouse and California clapper rail occur adjacent to the Redwood Shores <br />Levee and near the intake area out board of the City~ s flood proteCtion levee 1 , and fish species, <br />possibly including special status species. may occur within the in board and outboard sides of the <br />in-take areas. Because federally-listed species may be affected by the project, the Corps must <br />consult with the U.S. Fish and Wildlife Service (USFWS) and NOAA Fisheries (National <br />Marine Fisheries Service, NMFS) pursuant to Section 7 of the 'Endangered Species Act prior to <br />permit authorization. Coordination must also be accomplished with NMFS by the Corps <br />regarding the potential loss of Essential Fish Habitat. <br /> <br />Evidence that the project is in compliance with CEQA is necessary for the RWQCB to issue their <br />authorizations. It is HBO.s understanding that a CEQA document in the form of a Mitigated <br />Negative Declaration will be prepared by the City of Redwood City. HBG will be available to <br />review environmental documentation prepared by the City andlor third party consultant(s) <br />throughout the CEQA process. <br /> <br />1.2 Assumptions Regarding What Client WUI Provide HBG <br /> <br />a. This proposal also assumes that the client will contract for and provided detailed <br />topographic mapping. engineer level design documents and plans, project and <br />development boundaries, as needed in a printed and digital Cad format. Digital map <br />and plan drawing data is to be provided in a state plane coordinate system so that <br />drawings can be georeferenced onto an air photo base map. <br />b. This proposal assumes that a Stormwater Pollution Prevention Plan (SWPPP) and <br />Post-construction Stormwater Management Plan (SWMP) will be provided to HBG <br />by the client. <br />c.
