<br />Page Two <br /> <br />These veterans, and there~ere many such cases, <br />when the National Economy Act became a law, found them- <br />selves forced to seek relief from City, state and County <br />institutions, relief rolls and similar agencies for caring <br />,for the desti tute. Many lost their homes and others, no <br />doubt, their confidence in the fairness and square de~ling <br />of their government. <br /> <br />But suffice to say that during the past twenty'- <br />four mon ths so many glaring examples of the injustices done <br />by this hastily enacted piece of legislation has been brought <br />to the attention, of the president and congress, that a great <br />many of the flagrantly unfair sections of the act have been <br />modi fi ed by Execu ti ve Order of the Pre siden t and by correc ti ve <br />congressiona 1 legislation bringing reli ef to certain class es <br />of veterans, widows of veterans, and civilians originally <br />penalized by provisi'ons of the act by restoring to them part <br />or all of the benefits enjoyed prior to its passage. These <br />,restored benefits include the restoration in full of the 15% <br />reduction in wages and salaries of all government employees, <br />effective as of April 1st. The restoration of pensions of <br />widows and children of certain classes of veterans. The re- <br />s tora ti on of ho spi ta.lcare and medi ca.l trea tInen t, and other <br />comparatively minor benefits to particular groups and classes. <br /> <br />The present House of Representatives has already <br />passed bills restoring Civil War pensions in full, Indian War <br />pensions in full, and still another res toring sel"vice connected <br />cases of World War ve teran,s in full. <br /> <br />So we find that of all the groups and classes ad- <br />versely affected by National Econoray Act of March 1933, the <br />veterans of the Spanish-American War suffer most along with <br />the "forgottenmantt. Today there are still over 15,000 <br />who have never been restored to the pension rolls while, <br />except for a very few, those that have been restored receive <br />only 75% of the amounts they were receiving prior to the <br />passage of the Nationm Economy Act. <br /> <br />It is with the hope of correcting this unfair and <br />unjust discrimination that House of Representatives Bill #6995 <br />was introduced in Congress on March 25, 1935, and for the same <br />reason it 1s recei ving the support of every Spa.nish Yiar Veteran <br />throughout the Nation, and of those interested in his welfare. <br /> <br />This bill (H.R. 6005) proposes the restoration of <br />all benefits to veterans of the Spanish-American War, ~h1lippine <br />Insurrection and The Boxer Rebellion in China conferred upon <br />them by congressional legislation and as it existed on the date <br />
