EXHIBIT A <br /> <br /> Project Agreement/Scope of Work <br /> <br /> Redwood City Public Library Project <br /> Environmental Documentation <br /> <br />BACKGROUND <br />The City of Redwood City (City) is considering the development of a branch public library <br />in the community of Redwood Shores. The proposed site is a 3.55-acre triangular parcel at <br />the southwest comer of Bridge and Marine Parkways, which backs onto Belmont Slough. <br />The site is owned by the City. <br /> <br />The City will be applying for State library grant funding to assist with development of the <br />project. The application deadline for grant funding is March 28, 2003. The architectural <br />firm of Anderson Brul~ Architects (ABA) has been retained by the City to assist with the <br />library grant application and site planning/building programming. ABA has also initiated <br />consultation with the San Francisco Bay Conservation and Development Commission <br />(BCDC) regarding its permitting jurisdiction for the project. CH2M HILL will be retained to <br />assist with environmental review for the project in compliance with the California <br />Environmental Quality Act (CEQA). <br /> <br />This Exhibit describes the scope of work and budget for the CEQA review, assuming that an <br />Initial Study/Negative Declaration (IS/ND) will serve as the CEQA documentation for the <br />project. <br /> <br />IS/ND WORK PROGRAM <br />The scope of work for this project is broken into two tasks, as shown below: <br /> Task 1: Prepare Initial Study and Circulate IS/ND <br /> <br /> Task 2: Prepare Response to Comments and Notice of Determination <br /> <br />The preliminary project schedule and fee estimate follow the scope of work. <br /> <br />SCOPE OF WORK <br />Task 1: Prepare Initial Study and Circulate IS/ND <br /> <br />Task 1 begins with a kick-off meeting between CH2M HILL, City of Redwood City staff, <br />and ABA. The purpose of this meeting is to confirm the project description and schedule, <br />and to obtain additional information and project materials from the City and others as <br /> <br />We will then prepare a draft project description for use in the IS/ND. The project <br />description will include all of the elements required under CEQA, including maps and <br />graphics as necessary. We assume that ABA will provide a site plan, building floor plan, <br /> <br /> <br />
