· Open Space and Recreation - Potential impacts of the project on open space and
recreational facilities in the project vicinity will be described. Consistency of the
project with BCDC policies and permit conditions will also be described.

· Transportation/Traffic - CH2M HILL will contract with a traffic subconsultant
(Fehr & Peers) to prepare a traffic impact analysis for the project. The traffic
study will be summarized in the IS and included as a Technical Appendix. The
analysis will consider five scenarios:

1. Existing Conditions
2. Existing Plus Approved Developments Conditions
3. Existing Plus Approved Developments Plus Approved Project Conditions
4. Cumulative Conditions
5. Cumulative Plus Project Conditions

Following is the traffic analysis scope of work:

Task 1 - Data Collection: Turning movement counts will be collected for the
weekday AM peak period (7:00 a.m. to 9:00 a.m.) and PM peak period (4:30 p.m. to
6:30 p.m.) at four (4) study intersections. The following intersections will be
counted during the AM and PM peak hour:

· Marine Parkway / Shell Parkway
· Marine Parkway / Bridge Parkway
· Marine Parkway / Twin Dolphin Parkway
· Marine Parkway / Shoreway Parkway

The physical characteristics of the site and the surrounding roadway network will be
reviewed during a site visit to identify existing roadway cross-sections, intersection
lane configurations, traffic control devices, surrounding land uses, and the locations
of pedestrian, bicycle, and transit facilities. The relationship between the proposed
development and adjacent development sites (both existing and planned) will be
identified.

Task 2 - Weekday AM]PM Existing Conditions: The four (4) intersections that
were counted during Task 1 will be analyzed during the weekday AM/PM peak
hour periods and weekend period. Levels of service will be calculated for the study
intersections using the 2000 Highway Capacity Manual methodology for signalized
and unsignalized intersections.

Task 3 - Project Characteristics: As part of this task, Fehr & Peers will assess traffic
generated by this project. The major elements of this task are described below:

· Project trip generation
· Project trip distribution
· Project trip assignment

Various sources, including the ITE Trip Generation Manual, 6'h Edition, other studies,
and specific information from the City will be utilized to develop trip generation
data. The direction of approach and departure for the project will be based on
