We will submit the administrative draft Initial Study for internal review by the City, then <br />attend a meeting to go over the content and conclusions in the draft IS. The City will <br />provide a coordinated set of comments/edits to us for incorporation into a revised <br />document, called the Screencheck IS. Following final review and comment on the <br />Screencheck IS by the City, we will finalize the IS/ND, prepare the Notice of Completion <br />cover sheet, and provide the required number of copies of the document to the City. We <br />assume the City will develop and maintain the mailing list for the IS/ND, and perform the <br />distribution of the document, including the copies to be sent to the State Clearinghouse. <br />We will also provide the City with a camera-ready copy of the document, for future <br />copying if necessary. <br /> <br />Meetings: Kick-off meeting; one meeting to discuss administrative draft IS. <br /> <br />Deliverables: Draft project description; 10 copies of administrative draft IS; 2 copies of Screencheck <br />IS; Notice of Completion form; 75 copies of IS~ND for distribution by the City. <br /> <br />Task 2: Prepare Response to Comments and Notice of Determination <br /> <br />Following the 30-day public review period for the IS/ND, the City will collect any comment <br />letters received and forward them to CH2M HILL for review. We will meet with City staff <br />to discuss the comments and formulate appropriate responses, if necessary. Although <br />responses to comments on an IS/ND are not formally required under CEQA, we <br />recommend that responses be prepared, at a minimum, to public agency comment letters <br />that may be received. Our scope assumes that a minimal number of comment letters (up to <br />5), with a low level of complexity, will require response. We will prepare draft responses <br />for the City's review, if necessary. <br /> <br />We will also prepare a draft Mitigation and Monitoring Plan (MMP, in matrix format) to <br />accompany the final IS/ND. Following the City's review of the draft, we will incorporate <br />changes and prepare the final MMP. The required number of copies of the IS/ND, <br />responses to comments, and MMP will be provided to the City for use as attachments to its <br />staff report for the project. <br /> <br />It is our understanding that the City will host a community outreach meeting for the project <br />in mid~February, 2003, during the time of the 30-day public review period for the IS/ND. <br />Our scope assumes attendance by the CH2M HILL project manager, biologist, and traffic <br />subconsultant at this meeting, as well as at one City Planning Commission hearing. <br /> <br />Following City adoption of the IS/ND, we will prepare the Notice of Determination form <br />and provide it to the City for posting with the San Mateo Cotmty Clerk and State <br />Clearinghouse. This notice must be filed withIn 5 calendar days of the City's action on the <br />project. <br /> <br />Meetings: One meeting with City to discuss comment letters; one community outreach meeting, one <br />Planning Commission hearing. <br /> <br />Deliverables: Draft and final response to comment documents; draft and finaI MMP; Notice of <br />Determination form. <br /> <br />PRELIMINARY SCHEDULE <br /> <br />Following is a preliminary schedule for the IS/ND process, assuming a notice to proceed <br />date of December 17, 2002. <br /> <br /> <br />
