<br />7A <br />Page 57 <br /> <br />model the County1s Green Building Ordinance. The concept is that there are developers <br />coming to the different cities in the peninsula and within San Mateo County and if every <br />City adopts a different Green Building Ordinance it is not very helpful to the architects <br />and engineers and contractors if they have to learn all new codes from City to City. In <br />the CEQA review there is acknowledgement that the City does consider green house <br />gas emissions and some of the green building practices would be implemented for that <br />property and can consider making a mitigation measure through the CEQA documents, <br />although it was not put in there because it was a voluntary component and part of the <br />project. <br /> <br />Mrs. Ekas stated that the City does have an adopted Water Conservation Ordinance; the <br />development must comply with the Water Conservation Ordinance with respect to <br />landscaping as well as the dual plumbing area. <br /> <br />Commissioner Smith commented on the parking enforcement and he believes that if <br />they implement or if this project is going to have an HOA with CC&R's they will enforce <br />the fact that the residents aren't using garages as storage units., The applicant has <br />taken good steps to mitigate the parking impacts that can be seEm on the street. During <br />the process of demolition, mitigate the dust, and to deconstruct rather than demolition. <br />He believes we need the units and if we can implement the sustainable building <br />practices and to be sensitive and compromise with the neighbors. <br /> <br />Commissioner Gee referred to the Initial Study/Mitigated Negative Declaration and <br />mitigations during construction he would like to suggest there be a designated <br />construction route for construction traffic, he would also like to see a contractor and <br />worker staging plan, so that the contractors are not parking on Kentfield during <br />construction. In regards to trenching on Kentfield for utility connections he would like <br />repaving and resealing curb to curb rather than patching. <br /> <br />Chair Radcliffe would like the time frame adjusted for construction hours. <br /> <br />Mrs. Ekas replied that the City Ordinances states that there is a 7:00am start time. It is a <br />noise Ordinance, so it relates to noisy construction, not to interior painting, etc. The <br />trenching would need to be a condition of approval for the Planned Development. <br /> <br />Commissioner Seybert prefers an 8:00am start time and believes that 8:00pm end time <br />is too late. He would like the posting of a contact number both with the City and with the <br />contractor on-site for public to call in regards to noise. <br /> <br />Commissioner Holt referred to the additional parking spaces, and asked where that <br />condition would go. <br /> <br />Mrs. Ekas replied that is part of the Planned Development and Tentative Map. <br /> <br />MIS (Gee/Seybert) that the Planning Commission adopts the Initial Study/Mitigated <br />Negative Declaration based on the following findings: <br />1. Initial Study/Mitigated Negative Declaration has been completed and in compliance <br />with CEQA. <br />2. The Planning Commission has considered the initial Study/Mitigated Negative <br />Declaration, along with comments received during the public review process, and <br />has determined that, based on the whole record before it, there is no substantial <br />evidence that the project will have a significant effect on the environment; and <br /> <br />Page 10 of 13 <br />
