There are three options: ask the <br />developer whether they want to remove the balconies or they can cut the balconies or <br />they can relocate the balconies. <br /> <br />Brad Smith, Architect, stated that an addition option could be landscape screening) so <br />that there is a green buffer between the project and neighborhood. Another option <br />would be to make sure that, at least from the railing down, it is solid. <br /> <br />Commissioner Seybert referred to 885 Woodside Road and the 15 foot setback <br />adjoining the neighborhood in Kentfield Commons. That unit was about 5 stories and <br />the 15 foot setback and the Planning Commission mitigated that by doing tree screening <br />between there and those projects. <br /> <br />Mrs. Ekas replied that the Planning Commission reduced the upper floor story (rear) and <br />made a roof form on the fifth floor to the back of the building. The highest level units <br />were only having their outside balconies facing towards Woodside Road. It eliminated <br />some windows and balconies at the upper level of that building and kept in tact some <br />balconies on the second and third floors, they were inset balconies. <br /> <br />Commissioner Gee asked if on units 12 and 14 it would be possible to consider putting <br />the balconies on the front and to reduce the balconies from 5 feet to 4 feet, planting the <br />tree screen, and making the balconies solid. <br /> <br />Brad Smith replied that is do-able. <br /> <br />Commissioner Seybert is looking to allow little flexibility of the balcony placement and to <br />be worked out with staff. <br /> <br />MIS (Seybert/Gee) to approve the Planned Development Permit based on the following <br />findings: <br />1. The proposed residences are of good architectural design and in keeping with the <br />established neighborhood character. <br />2. The proposed project provides quality common and private open space. <br />3. The project includes new landscaping throughout the property as well as new street <br />trees along the property frontage. <br />4. The project will provide 21 net new dwelling units to the City's housing stock. <br />5. Planning Commission desire that there be a tree screen installed and additional <br />space created between buildings 11-15 and the Kentfield Townhomes. <br />Motion Passed 6~O <br /> <br />Mrs. Ekas stated that City staff writes a Notice of Official Action and the conditions of <br />approval are specific. There is some additional bulk that they would add to the tree <br />screening comment) staff will consult with City Arborist to establish a minimum box size <br />for the trees and appropriate spacing of the trees, arrange of species. In regards to <br />neighborhood sensitivity staff would be unlikely to specify the species, but would talk to <br />the neighborhood about preference. In regards to shifting balconies staff would <br />encourage the Planning Commission to be specific. <br /> <br />Mr. Passanisi stated that this item can be appealed to the City Council within 7 business <br />days. <br /> <br />6.
