<br />"A nurnber of city officials told the Governor they understood the state's fiscal plight because they
<br />are already making deep budget cuts to core services and any loss of property tax funds to
<br />finance the state budget would be crippling," said Chris McKenzie. League executive director.

<br />In his initial statements and response to questions, the Governor made it clear that he adamantly.
<br />opposes "borrowing" local property taxes even though it was constitutionally permissible under
<br />the passage of Prop. 1A in 2004. The Governor also made it clear that he will be under
<br />extraordinary pressure to consider it to fill the state budget :deficit which is estimated at $15 billion
<br />if Props. 1A-F pass and $21.3 billion if the measures fail. He told city officials that he would resist
<br />borrowing local government revenues to the end as it would be the last option as far as he is
<br />concerned.
