Initial Study/Mitigated Negative Declaration NOT <br />completed in compliance with CEQA (mitigation) <br /> <br />· MND Street Parking Mitigation Measures are ineffective. <br />· Mitigation Measure 0-2 restricts parking to 'defined <br />parking spaces'. Basically this measure says its okay to park <br />on the street. <br />· Mitigation Measure 0-3 restricts the use of the garage <br />parking spaces to motor vehicles. This mitigation measure <br />is ineffective because it is not enforceable. Home owners <br />association is responsible for enforcement. This is like <br />asking the fox to guard the chicken coup. <br />· Mitigation Measure 0-4 requires access to the garage to be <br />kept clear. This is actually an anti-mitigation measure. This <br />measure would prohibit the use of a driveway to a garage <br />for parking, thus reducing the availability of on-site parking. <br />
