Box 391
~.
1017 Mig,di€field Road
Red~ City, CA 94064

Dear Pete,

In 1998 San Mateo County adopted a tobacco licensing ordinance which required tobacco
retailers to obtain a permit in order to sell tobacco products. Redwood City adopted a
similar ordinance so tobacco sales to minors could be regulated in Redwood City in
addition to the unincorporated areas of San Mateo County.

Sales of tobacco to minors have continued to be a problem, and recently there has been a
pilot program from the State of California for stings on those selling tobacco. These
stings have proven to be very successful in cutting down on sales to minors. We are able
to use our local ordinance can take advantage of the full force of these compliance checks
by suspending licenses and therefore the ability to sell tobacco.

However to fully utilize the state stings and to better implement the restriction of tobacco
sales to minors, some revisions to the ordinance are needed. The County recently
adopted a revised ordinance.

This new ordinance allows for stricter regulations and a higher fine schedule for those
who sell tobacco to minors. It will also allow the County and those cities that sign on to
the ordinance to be able to use State resources in sting operations.

Your city has signed on to the previous Tobacco Retailer Ordinance and it is currently on
your books. But, in order to be eligible for State assistance, you will need to adopt the
new ordinance.

Safety of children is paramount, easy access to tobacco products makes it easy for
children to start smoking. With adoption of our ordinance we can work together to
prevent retailers from selling tobacco to our youth and make our County a healthier
place.

'iij
.~r
