<br />REPORT <br /> <br />7A <br />"'\age 1 <br /> <br />To the Honorable Mayor and C,ity Council <br />From the City Manager <br /> <br />June 1, 2009 <br /> <br />SUBJECT <br />1581-1617 Kentfield Avenue: Appeal of the Planning Commission's Approval of a 24- <br />Unit Residential Development <br /> <br />RECOMMENDATION <br />Based on the findings made by the Planning Commission as documented in the Draft <br />Notice of Official Action (Attachment 1), for development of 1581-1617 Kentfield <br />Avenue: <br />1. By Motion, deny the appeal and thereby uphold adoption of the Initial <br />Study/Mitigated Neg ative Declaration; <br />2. By Motion, deny the appeal and thereby uphold approval of~ the Planned <br />Development Permit; <br />3. By Motion deny the appeal and thereby uphold approval of the Tentative Map. <br /> <br />BACKGROUND <br />Property Description <br />The relatively flat, 1.54 acre site, is located in the Palm Park Neighborhood in Redwood <br />City and presently contains an existing single-family residence, a duplex structure, and <br />several sheds. Surrounding land uses consist of mixed uses on Woodside Road <br />(approximately 200 yards away) to the east, condominiums to the southeast, single- <br />family residences and duplexes to the north (rear) on Union Avenue as well as on <br />Kentfield Avenue. <br /> <br />The subject site is designated as "Medium Density Residentiar in the Redwood City <br />1990 General Plan. The density range in this specific land use designation allows 8 to <br />20 dwelling units per net acre, with two to three-story residential structures. The project <br />proposes 24 dwelling units on the 1.54 acre site, or 15.6 dwelling units per acre. The <br />subject site is located in the Residential-Duplex (R-2) Zoning District. The R-2 Zoning <br />District is designed to accommodate single-family dwellings, two-family duplexes <br />dwellings, and three-family triplex dwellings. Planned Development Permits have <br />resulted in development of some larger R-2 properties with more units in various <br />configurations. <br /> <br />Project Description <br />The proposal is to demolish the existing duplex and single family residence and <br />construct 14 two-story detached single-family homes, a two-story duplex (2 units), and <br />eight three-story attached town homes for a total of 24 dwelling units. The Tentative <br />Map shows two existing parcels merged into one lot, which will then be subdivided into <br />24 lots with a common space parcel. The development would be served by a private <br />road with two driveway accesses along Kentfield Avenue. <br /> <br />Environmental Assessment <br />In April 21, 2009, the Planning Commission reviewed an Environmental Assessment <br />application for the proposal which included the preparation of an Initial Study and <br />
