(905) Minute Order 09-78 <br /> Mr. Bell provided a brief report on how the City is working to balance a budget that has a <br /> structural deficit. He explained that all unions agreed to a salary freeze. To his <br /> knowledge, Redwood City is the first city to reach such an agreement.
