WHEREAS even though California is a border state and is, therefore, <br /> the first line of defense for the nation on the west coast, the state should <br /> not bear the expense of national defense highway construction within its <br /> boundaries, beyond that proportionate amount that its taxpayers would pay <br /> through Federal taxes, and <br /> WHEREAS National Defense means defense of the entire nation and all <br /> of the American people and strategic highways adequate for the rapid trans- <br /> port of troops as well as civilian traffic are a vital part of the National <br /> Defense program, and <br /> WHEREAS to date no money other than the regular Federal Aid appor- <br /> tionment to carry on necessary improvements for the California highway system <br /> on already over—congested roads has been appropriated, and <br /> WHEREAS the situation confronting California and particularly the <br /> Mission Trails counties of California in regard to strategic road construc- <br /> tion is so desperate that unless additional allocations are made by the <br /> United States Government from National Defense or other funds, the construc- <br /> tion of these arterial roads, considered vital to the National Defense pro- <br /> gram by highest military authorities, is in the far distant future, therefore <br /> BE IT RESOLVED that the REDWOOD CITY COUNCIL <br /> urgently requests the Congress to take the necessary steps to secure immediate <br /> additional and adequate appropriations to provide for the development of said <br /> strategic highways in the State of California and particularly to that section <br /> most affected by National Defense projects and that said defense highway <br /> development be made a definite part of the National Defense program and <br /> firiancied in its entirety by national defense funds, and <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent to <br /> the President of the United States, each of the California Senators and Con- <br /> gressmen and to the Chairman of the Roads Committee of the House of Repre- <br />
