<br />Cities Continue to Declare State of Severe Fiscal Hardship in Wake of Budget Proposals <br /> <br />8A <br />Page 16 <br /> <br />Since May 11, 211 cities across California have declared a state of severe fiscal hardship and <br />opposed a proposal to take local property tax revenues to finance the state budget.
