EXHIBIT k .

SCOPE OF WORK

State and Federal Environmental Regulatory Agency Permitting
Assistance for the Redwood Shores Levee Maintenance Project,
Redwood City, San Mateo County, California

1.0. DESCRIPTION OF SERVICES

Environmental Re2ulatorv Reauirements: The project involves construction and maintenance
work on the Redwood Shores Levee system. Authorization from several state and federal
agencies will be required. Applications will be submitted to the Corps of Engineers, San
Francisco Bay Regional Water Quality Control Board and the San Francisco Bay Conservation
and Development Commission. This proposal assumes that the project being proposed is not
subject to the jurisdiction of the California DepartInent of Fish and Game and that a Streambed
Alteration Agreement (CDFG) will not be necessary. Potential habitat for the federally-listed
salt m.arsh harvest mouse and California clapper rail occur adjacent to the Redwood Shores
Levee and near the intake area out board of the City's flood protection levee!, and fish species,
possibly including special status species, may occur within the in board and outboard sides of the
in-take areas. Because federally-listed species may be affected by the project, the Corps Inust
consult with the U.S. Fish and Wildlife Service (USFWS) and NOAA Fisheries (National
Marine Fisheries Service, NMFS) pursuant to Section 7 of the'Endangered Species Act prior to
permit authorization. Coordination must also be accomplished with NMFS by the Corps
regarding the potential loss of Essential Fish Habitat.

Evidence that the project is in compliance with CEQA is necessary for the RWQCB to issue their
authorizations. It is HBG's understanding that a CEQA document in the form of a Mitigated
Negative Declaration will be prepared by the City of Redwood City. HBG will be available to
review environmental documentation prepared by the City andlor third party consultant(s)
throughout the CEQA process.

1.2 Assumptions Regarding What Client Will Provide HBG

a. This proposal also assumes that the client will contract for and provided detailed
topographic mapping, engineer level design documents and plans, project and
development boundaries, as needed in a printed and digital Cad format. Digital map
and plan drawing data is to be provided in a state plane coordinate system so that
drawings can be georeferenced onto an air photo base map.
b. This proposal assumes that a Stormwater Pollution Prevention Plan (SWPPP) and
Post-construction Stormwater Management Plan (SWMP) will be provided to HBG
by the client.
c. Landscape and trail design plans if required by BCDe.

I Note Salt Marsh Harvest Mouse and California Clapper Rail habitat on the inboard side of the levee adjacent to the
intake lagoon has been removed as part of the currently on-going Preserve at Redwood Shores Project.

M:\Redwood Levee 2009\Proposals\Redwood Shores Levee maintenance Proposal Amendment No 4-t4-2009.doc
