C�ty Coc�nc�l <br /> From �f��e: ��i�� lUla;.n� ��r. <br /> June 22, 24�9 <br /> SUBJECT <br /> Award of Contract -- EI Camino Real Sewer and Wa#er Main Replacement Project <br /> (Lincoln Avenue to Roosevelt Avenue} <br /> REC4MMENDATIQN <br /> Appro�e, by motion, the can#rac# documents and award the contract for the EI Camino <br /> Real Sewer and Water Main Replacement Project (Lincoln Avenue to Roosevelt <br /> Avenue) to #he lowes� responsibie bidder, Casey Construction, lnc. of Emeraid Hills for <br /> their responsive and responsible Cow bid of$231,889.00 and authorize the Ci#y Manager <br /> to increase the contract amount up to 14% if necessary. <br /> BACKGR�UND <br /> The city systematically replaces sections of aging sewer infrastructure to ensure the <br /> cont�nued reliability of the system. Every year, Engineering and Construction staff and <br /> Public Works Services staff collective[y work to ident�y pipelines that have required <br /> excessive maintenance or have experienced repeated senrice disruptions. The sanitary <br /> sewer p�pefine between Lincoln Avenue and Roosevelt Avenue has required repeated <br /> repair by the city's Public Works Services staff. Closed circuit television (CCN) <br /> inspection has revealed numerous defects in this section of sanitary sewer pi�eline <br /> such as offset joints, sags and severe cracks. The ci#y's Engineering staff e�aluated a <br /> number of construction options for repair/replacement of this section including traditional <br /> open trench and trenchless techniques to determine the mosfi cast-�effective me#hod of <br /> m�igation. Alternative afignments that would have refocated the sanitary sewer trom the <br /> sidewalk to the street were evaluafed as well, however, were found nat feasible due to <br /> site constraints created by an exist�ng concrete box cul�ert which runs parailel to the <br /> sewer pipeline. Staff recommends using a traditional open trench method to replace the <br /> pipeline in the existing sidewalk location thereby requiring replacement of the sidewalk <br /> as well as the pipeline. Staff recommends replacemen#, at #he same time, of an <br /> existing and aging 2-inch galvanized water pipeline to avoid re-exca�ating the same <br /> general area in #he near future. The existing poorly performing water pipeline will be <br /> rep[aced with 8-inch PVC to increase the flow and pressure of water se�-vice in the <br /> neighborhoad, <br /> The proposed project wilf repface approximately 4�0 linear feet of sewer and water <br /> pipeline along El Camino Real befin►een Lincoln Avenue and RooseWe�Avenue. PG&E <br /> has installed electr'rcaf service on top of the city's sewer and water pipelines in th�s area <br /> which may campiicate the city's effotts to rep�ace the sewer and water pipelines. <br /> Engineering staff has coordinated the work of this pro�ect with PG&E and has requested <br /> the relocation of PG&E's electrica! facilities. As well, s�nce EI Camino Real is a state <br /> route, the city has secured the permit to work within fhe roadway as required by the <br /> state. <br />
