The regula#ion states that any municipality and utility that <br /> owns, leases, or operates on-road diesei fueled heavy-du#y vehicle with a 1960 to 2406 <br /> model year and manufacture�'s gross vehic�e weight rating (GVWR) greater than <br /> 14,000 ibs will be required to reduce diese( Particulate Matter�PM} emissions with Best <br /> Avaiiable Controi Technology �BACT). <br /> The regulation also set three phases implementation schedule for the fleet aperators. <br /> The Equipment Services Section completed phase one �20 percent of the total effective <br /> vehicles) on December 31, 2007. Currentiy, Redwood Ci�r's fleet is required to <br /> complete phase two (50 percent of the totaf effective vehicfes) o# the implementation <br /> schedule by December 31, 2009. There are a total of seven heavy duty diesel vehicles <br /> that fit that requirement and in order to gain compliance, retrofitting the �ehicles is <br /> required. <br /> In order to properly retrofit these vehicies the purchase and ins�aliation of diesel <br /> particulate reduction filters are necessary. Staff from Equipment Services has done <br /> extensive research on the most reiiabfe and best technviogy a�ailable for this retrofit <br /> project and determined #hat the uCleaire Horizon" electric particulate filter system <br /> provided by Ironman is #he best fiit for the �ity's operations. Sta�f also found that this <br /> system is appraved by the State of California Air Resources Board as a device that is <br /> capable of reducing 85% of Particulate Matter (PM) emissions. <br /> ALTERNATIVE5 <br /> Not approving the purchase of these retrofit filters may cause lega! action againsf the <br /> City of Redwood City by the Sta#e of California Air Resources Board. <br /> �ISCAL IMPACT <br /> Funds for �he purchase of these filters were approved and appropriated by City �ouncil <br /> in the Fiscal Year 2048I09 Budget in the amaun� of $1Qfi,238.0U.��, from the General, <br /> Traffie Safety, and Water Funds. <br />
