League 4fficers Meet with Governor A majority of the League's executive officers came to Sacramento on Wednesday to meet with the Govemor. Present at the meeting was Presiden#and Rolling Hi[ls Estates Mayor Judy Mitchell,Second Vice President and Modesto Mayor Jim Ridenour, Immediate Past Pr�sident and former San Diego City Councii Member Jim Madaffer, Exec�tive Director Chris McKenzie . and�.egislative Director Dan Carrigg. It was a good meeting and#he officers reiterated our s#rong opposition to a b�dget based on borrowing as weil as proposals to take Highway User Tax Account(H�TA},or gas tax,f�om cities as a revenue source for the state budget. Executive Director McKenzie told the Go�emor that DOF's proposal to take the local share of HUTA is unconstitutionai and that the League wo�ald provide him with an authoritative legal opinioin on the matter in the near future(see above}.The Go�ernar seemed�ery interested in receiving the legal analysis the League has completed on this ma#ter.The Governor aiso noted the growing opposifion to the Prop. 1A borrowing by Senate Republican Leader Dennis Hollingsworth (R-Murrieta)and Senate President Pro Tem Da�rel!Steinberg {D-Sacramento). This caused him to wonder if the �.egislature is open to other cuts or steps to avoid it.The Govemor said that he does not want to implemen#poficies that would cause permanent harm to locaE govemment. Big City Mayors Meet with Governor On Tuesday, a number of the"Big City"mayors met with the Go�emor,continuing their efforts from last week to lobby on budget issues.Wednesday's mee#ing included Sacramento Mayor Kevin Johnson, �.os Angeles Mayor Antonio Villaraigasa, San Diego Mayor Jerry Sanders, Fresno Mayor Ashley Swearengin and Santa Ana Mayor Migue(Pulido. The mayars again told the Governor�ow cities would be devastated i#the state borrows or takes local revenues for the sta#e's budget. Mayor Villaraigosa said#hat Los Angefes would be forced to!ay off approximately 4,400 police officers if his city loses 8 percent of property taxes.San Diego, Mayor Sanders said,would have to cut an additional$75 million from the city budget beyond the$'E84 million they've already cut,if the state takes these local funds. This week,Assembly Member and l.ocal Govemment Committee Chair Anna Caballero(D- Salinas)came out against boROwing focal reven�es and posted her own video communicating her stand.As former mayor of Saiinas,the Assembly member knows first hand how this proposal would impact cities.Assembly Member Caballero is the first Democratic legislator to come out against borrowing. Senate Republican Leader Dennis Hollingswarth�R-Murrieta)also posted a video on www.SaveYourCi .net this week saying that the Senate Republican Caucus is against borrowing Prop. 1A and that this is one of the worst kinds of borror►ving because it aifects public safety and vE#al services at the focal level. 3
