He earned a Master's <br />degree in environmental studies from San Jose State University in 2004, and joined TRA as an <br />analyst/biologist in 2007. He is competent in overall environmental impact assessment, having <br />written various parts of Initial Studies on a variety of projects. In the field, Mr. Williams has <br />experience in plant and wildlife identification, nesting bird and burrowing owl focused surveys, <br />construction monitoring, reconnaissance-level site surveys, wetland delineations and noise <br />monitoring. He has worked in both conservation and land development settings and is familiar <br />with on-the-ground conditions and/or concerns that may arise. He also has experience in CEQA <br />analysis, and has written portions of initial studies as well as biological, air quality and geology <br />sections of EIRs. <br /> <br />At TRA Mr. Williams is responsible for preparing biological surveys and writing sections of <br />CEQA documents. He has experience with the analysis of project impacts on biological <br />resources under CEQA. Recently he has completed constraints analysis and impact studies for <br />an estate home on the California coast, and two redevelopment projects in San Jose. These <br />involved determining geology and soils constraints, including prime farmland, and addressing all <br />of the CEQA Initial Study Checklist questions in detail. <br /> <br />Selected Projects <br />. Harbor Master's House: EI Granada: Biological Assessment. <br />. 2550 Mission College Boulevard. Wrote the initial study checklist and air quality section <br />for this EIR. <br />. City of Cupertino, Stevens Creek Restoration Project. Providing nesting bird survey and <br />biological assessment for the restoration of Stevens Creek. <br />. Contributing author on numerous CEQA documents, and has prepared Initial Studies and <br />differing sections of EIR documents for a variety of projects. <br />. Performed numerous biological assessments in a variety of habitats and has compiled <br />lists of potentially-occurring special-status species. <br />.
