<br />6.1E <br />Page 2 <br />recycled water system began producing and delivering recycled water in spring 2007. <br />The recycled water project is projected to reduce potable demand by approximately 900 <br />acre feet per year by the year 2010, thereby reducing demand on the San Francisco <br />regional water system. The system currently provides approximately 260 acre-feet per <br />year (85 million gallons) of water. <br /> <br />Being that Stanford has agreed to build the Project with dual-plumbing and has <br />committed to use recycled water for both irrigation and for allowable indoor uses, <br />Redwood City will have sufficient water supplies to meet the expected future water <br />demands of the Stanford in Redwood City Project. In most years, the projected water <br />supplies will be sufficient to satisfy the demands of the Stanford in Redwood City <br />Project. During periods of shortages, however, supplies would not be sufficient to meet <br />City-wide demands. As a result, cutbacks would be required (as illustrated in the City's <br />UWMP). However, cutbacks would be required with or without this particular Project and <br />the Project would not increase the level of cutbacks that would be required in 2030 if the <br />City achieves its projected growth. <br /> <br />The WSA will be included in the environmental document prepared for the project. In <br />the case of the Stanford in Redwood City Project, it will be included in the Draft <br />Environmental Impact Report (EIR), currently in preparation. <br /> <br />Once the WSA has been prepared, it must be approved by the City Council. It should <br />be noted that the City Council's action in approving a WSA for a proposed development <br />project is not an approval or disapproval of the project itself, in part or in whole. Nor is <br />consideration of this WSA a discussion on the merits of, or objections to, the proposed <br />development. As of this date, the Draft EI R for the proposed development has yet to be <br />released for public comment, so the WSA determination is early in the sequence of <br />development review steps. Thus, the Council's action is only focused on the sufficiency <br />of water su pply. <br /> <br />At a subsequent stage of project action, the City shall determine based on the entire <br />record, whether projected water supplies will, or will not be sufficient to satisfy the <br />demands of the project, in addition to existing and planned future uses. If the City <br />determines at that point that water supplies will not be sufficient, it must include that <br />determination in its findings for the project. <br /> <br />As other large scale projects come forward, Water Supply Assessments will need to be <br />prepared for them as well. For some of those large projects, a subsequent water supply <br />analysis will need to be prepared in connection with the City's approval of a tentative <br />map or development agreement, as required by S8 221 - the afore mentioned law that <br />also went into effect in 2001. These documents will describe the situation at the time <br />they are prepared, reflecting progress (or lack thereof) on City plans for development of <br />additional water supply and City policy on its water supply reliability. <br /> <br />AL TERNA TIVES <br />The City Council is required to approve and adopt a WSA. The consequences of <br />postponing or canceling action are unknown. <br />
