<br />6.2A <br />Page 1 <br /> <br />R.E:PO'RT <br /> <br />To the Honora.ble M.yor and City C.pu.neU <br />F.ror,n the :.Ci :.M.apa .er <br /> <br />July 13, 2009 <br /> <br />SUBJECT <br />Final Acceptance - Lower Stulsaft Park Prefabricated Restroom Building Replacement <br />Project <br /> <br />ReCOMMENDATION <br />Accept, by motion, the Lower Stulsaft Park Prefabricated Restroom Building <br />Replacement Project and authorize the release of bonds and retention according to city <br />procedu res. <br /> <br />BACKGROUND <br />On January 12, 2009, Council awarded the construction contract for the Lower Stulsaft <br />Park Prefabricated Restroom Building Replacement Project to McNabb Construction, <br />Inc. The work of this project replaced the existing timeworn restroom facility with a new <br />prefabricated structure. The new facility is compliant with the accessibility provisions of <br />the American with Disabilities Act ("ADA") <br /> <br />The prefabricated restroom structure was built at the manufacturer's warehouse and <br />trucked to the site as three separate modules. The modules were set in place by crane <br />and the structure was fully assembled within three days. The cost of any construction <br />project is largely driven by the time involved to complete the construction. Both the use <br />of a prefabricated unit and the method of on-site assembly significantly reduced the time <br />required to construct and commission the restroom facility. <br /> <br />The project was awarded for a base bid of $144,200.00. Construction began in <br />January, 2009. The project has been successfully completed in accordance with the <br />approved plans and specifications. One (1) change order in the amount of $2,670.00 <br />.was issued to provide a drinking fountain compliant with ADA requirements. The final <br />contract amount is $146,870.00 which is 1.850/0 more than the initially awarded contract <br />amount. <br /> <br />ALTERNATIVES <br />Council may choose not to accept the project and/or not to authorize the release of <br />bonds and retention which would be contrary to the terms of the contract, prior Council <br />action, and the pUblic contracting code. <br /> <br />FISCAL IMPACT <br />The project fund balances of $6,496.29 ("Capital Projects Fund - Restroom <br />Replacement Program") and -$1,250.00 ("Capital Projects Fund - Stulsaft Grant New <br />Restroom") as of May 31, 2009 are sufficient to satisfy the expense generated by the <br />change order activity. <br />
